Preschool Programs

York County School Division's preschool programs include Early Childhood Special Education (ECSE), the Integrated Preschool Outreach Program (IPOP), and Virginia Preschool Initiative (VPI). Head Start is a preschool program provided through the County of York. Information about each program can be found in the information and links below.

Early Childhood Special Education (ECSE)
Preschool age children with disabilities who have been determined to have a disability that requires special education are served in the ECSE program. Contact your zoned school if you suspect your child has a disability or if your child currently has an Individualized Education Program (IEP). Integrated Preschool Outreach Program (IPOP)
The IPOP is a language-based, preschool program offering a wide variety of enriching educational activities. IPOP is designed to serve children with and without disabilities in an inclusive preschool classroom and prepare them for success in kindergarten.

The school division will not offer the IPOP program for the 2023-24 school year. We encourage families to complete a Virginia Preschool Initiative application if interested in a preschool opportunity.

Virginia Preschool Initiative (VPI)
The Virginia Preschool Initiative (VPI) program is an educational program for eligible 3-year-olds and 4-year-olds living in York County who meet criteria outlined in the application. The VPI program is state and federally funded. York County School Division's VPI program provides a variety of enriching activities designed to prepare children for success in Kindergarten. There is no cost for the program. All VPI applications will be reviewed based on eligible criteria and space availability throughout the school year. Families will receive notification after the application has been reviewed.

We encourage families to submit a complete application with all required documentation, including a valid email address. The status of a family's 2023-24 application will be communicated through email. If a family submitted an application during the 2022-23 school year and was added to the waitlist, please resubmit a 2023-24 application.

Head Start (County of York Preschool Program)*
Head Start is a no cost preschool program serving children 3-5 years old. Eligible children and their families must live in York County and meet income and other eligibility criteria. Breakfast and lunch are provided at no cost to children enrolled in Head Start.
