Title:   PROJECT MANAGER FOR CAPITAL PLANS AND PROJECTS

Position Type: Exempt

Primary Function:

Serves as project manager for various capital projects and reports progress and concerns to the Associate Director for Capital Plans and Projects. Assists with the preparation of the annual Facility Master Plan and manages various aspects of School Board approved capital projects including funding, legal review, government agency approval, procurement of architect and engineering services and construction contractors.

Minimum Qualifications:

  • Hold a Professional Engineer or Architect license or have a minimum of 5 years construction project management experience.
  • Considerable knowledge of architectural and engineering design and construction management.
  • Thorough understanding of facilities design including new construction and renovations, building construction methods, and integrated systems infrastructure.
  • Comprehends concepts for energy and maintenance reductions in new and renovated facilities.
  • Proficient in the use of use standard office software such as Microsoft Word, Excel and PowerPoint.
  • Ability to read, comprehend and explain complex architectural and engineering plans and specifications.

  • Must have the ability to stand for extended periods of time; exhibit manual dexterity to use equipment; see and read printed material with or without vision aids; speak in audible tones so that others may understand clearly; physical agility to bend, to stoop, to walk and to reach overhead; to navigate construction sites. Since most capital projects take place over the summer months, when students are gone, taking vacation during the summer may not be possible.

Performance Responsibilities:
  • Prepares draft of the Capital Improvement portion of the Facility Master Plan for review by the Associate Director for Capital Plans and Projects.
  • Supports Associate Director for Capital Plans and Projects and County Purchasing in obtaining services of architects, engineers, and contractors.
  • Reviews proposals and participates in short list interviews and supports contract negotiations with firms.
  • Manages assigned projects from inception, through construction, to the reception of as-built drawings and all close-out documentation.
  • Ensures construction meets design drawings and specifications and is completed on time.
  • Ensures projects are designed and constructed in accordance with cost estimates, budgets, and with input from appropriate school personnel, instructional and operational staff. 
  • Manages accounts for each assigned project; reviews invoices and recommends payment of consultant and contractors. 
  • Reviews potential change orders and coordinates with the Associate Director for Capital Plans and Projects for final review and approval.
  • Acquires the services of commissioning agents to verify the proper operation of HVAC systems and building automation controls.
  • Monitors the timely review and approval of plans and drawings, specifications, permit applications, surveys and regulatory checks for assigned projects.
  • Attends regular scheduled meetings with the construction administrator, contractors, architects and engineers to review the construction schedule, anticipate potential obstacles, and find solutions for impending conflicts or issues prior to and during construction.
  • Maintains a daily presence on construction sites, monitoring work progress, noting and recording compliance and non-compliance with plans, documenting activities that may lead to claims by or against the School Board.
  • Creates a written and photographic log of daily progress and significant events of the project.
  • Accompanies architects and engineers on site visits and reports to Associate Director for Capital Plans and Projects results of such visits and any concerns.
  • Notifies, in a timely manner, the Associate Director for Capital Plans and Projects of any indications of construction delays and how they are being addressed by the architect and/or the general contractor.
  • Attends annual building inspections to determine the condition and needs of existing buildings.
  • Organizes reports on the status of approved capital projects for school personnel, school board and the public. Provides reports in a public venue when necessary.
  • Receives and archives electronic and hard copies of as-built drawings and operation and maintenance manuals at the conclusion of each project.
  • Other duties as assigned by Associate Director for Capital Plans and Projects.

Terms of Employment:
Twelve months a year. Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with school board policy and administrative regulations on evaluation of administrative personnel.
