Title: SENIOR PROGRAMMER ANALYST

Primary Function:
Under minimal supervision, provides broad and integrated applications programming, systems programming, and management support for division-wide, mission-critical computing on medium to large-scale multi-user production systems. Analyzes user specifications and requirements. Codes, tests, debugs, and documents programs on medium to large-scale, complex projects. Revises and updates programs and documentation as required. Serves as a team lead analyst while working with other Division employees. Technically ensures quality software, reliable information, and stable applications.
Minimum Qualifications:
- Associate’s degree in Computer Science, Management Information Systems, or Information Science, and two years of related programming experience with such programming tools as ASP, .Net, Java, PowerShell, and Visual Basic, in a Microsoft Windows environment, or any equivalent combination of education and experience that meets the job requirements.
Necessary and Special Qualifications:
- Visual acuity and perception required for operating a motor vehicle and working with computer hardware and software; valid Virginia driver’s license and insurability required.
Knowledge, Skills and Abilities:
- Ability to specify and develop computer programs using a range of programming languages; to assess and maintain quality of programming structure, design, and coding; and to communicate technical information to non-technical personnel.
- Ability to interpret client informational needs and to determine appropriate alternative solutions; ability to act independently and provide leadership at an advanced level of technical expertise; to plan and manage significant technical projects.
- Thorough knowledge of current technological developments/trends in area of expertise.
- Comprehensive knowledge of multiple computing systems, applications, and architectures, as well as leadership expertise in one or more computer languages and/or databases.
- Experience with Adobe Creative Suites to include Photoshop, Dreamweaver, Illustrator, Acrobat, and Flash, as well as Active Server Pages (ASP).
- Experience with SharePoint, Visual Studio, and SQL Server.
- Ability to create and/or manipulate graphics, photographs and images.
- Ability to work with customers and provide superior customer service.
- Ability and ambition to remain knowledgeable of current advancements and trends within the information technology field in order to make recommendations for changes and improvements when advisable.
- Ability to develop and deliver complex oral and written instructions; ability to plan, design, coordinate installation, test, and modify complex systems and subsystems.
- Ability to follow complex oral and written instructions, interpret technical data and recognize different signs and symbols.
- Ability to climb, stoop, kneel, bend, reach, and to push, pull and/or lift forty (40) pounds; walk or stand for long periods of time; work occasionally in confined spaces; grasp, hold, and manipulate tools and parts.
Performance Responsibilities:
- Leads and directs the planning, coordinating, and scheduling of investigations, feasibility studies, surveys, and technical evaluations/decisions on software strategies.
- Independently designs and implements integrated hardware and software information systems to meet division requirements.
- Analyzes complex, integrated user project proposals; identifies omissions and errors in requirements and conducts feasibility studies; recommends optimum approach and develops systems and/or applications design for approved projects.
- Develops new and maintains existing complex and critical applications and sub-applications; ensures reliability of cross-Division applications.
- Provides advanced applications support for Division-wide, mission-critical computing; plans, coordinates, integrates, tests, implements, and manages applications and system interfaces.
- Plans and coordinates the analysis, design, programming, timely implementation, and testing of application development projects; reviews design, analysis, and code for quality and adherence to standards; provides on-call support for problems and issues with complex and critical computer applications.
- Creates graphic images and manipulates digitized photographs.
- Maintain a broad knowledge of state-of-the-art technology, equipment, and/or systems.
- Mentor IT staff, and other school division employees, when required.
- Provide level three technical support.
- Remotely assist school division personnel to mitigate critical-need issues.
- Performs other duties as assigned
Reports to:
Manager of Applications Support
Terms of Employment:
Twelve months a year. Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of non-licensed personnel.
