Title: SUPERVISOR OF STAFFING AND RETENTION

Primary Function:
Under general supervision, leads specialized technical and administrative duties in the personnel section of the Human Resources Department; monitors vacancies and collaborates with the CHRO to staff schools; assists departmental personnel with job search; offers employment to selected applicant after reviewing documentation to verify qualifications; arranges and/or conducts new employee processing; assists and responds to inquiries from employees and applicants; prepares Personnel Actions and contracts; maintains personnel files. Serves advisory role to HR department personnel in regards to proper workflow and procedures; and supervises staffing and retention personnel.
Minimum Qualifications:
- Bachelor’s degree in Human Resources or a related field, and five years of experience in Human Resources field serving in a supervisory capacity, or any combination of training and experience which provides the required knowledge, skills, and abilities.
Knowledge, Skills and Abilities:
- Must possess a comprehensive knowledge of the principles, practices, and current issues involved with human resources administration.
- Must possess an extensive knowledge of state and federal regulations to include EEO, ADA, and FLSA regulations.
- Must possess a demonstrated ability to plan, organize, and direct human resources activities.
- Must possess a demonstrated ability to develop training sessions and speak effectively before large/small groups.
- Must possess excellent supervisory, management, interpersonal, and communication skills.
- Must be computer literate and possess a working knowledge of personal computer applications to include MS Office 2000/XP.
- Must possess a demonstrated ability to establish and maintain effective working relationships with school administrators, departmental staff, employees, and the public.
Performance Responsibilities:
- Assists in the development and implementation the school division’s recruitment and retention plan and makes modifications on an annual basis. Assures compliance of such plan with the school division’s Strategic Plan.
- Manages the information systems related to recruitment and selection; works with various information systems departments to recommend changes or improvements to current systems and follows through to completion.
- Interprets and ensures consistent enforcement of human resources policies, practices, and procedures.
- Serves as a consultant and advisor to administrators and supervisors on building/departmental staffing needs, hiring decisions, and other human resources matters.
- Supervises, evaluates, and directs the work of assigned human resources staff.
- Processes employee separations and prepares personnel actions for presentation to the School Board.
- Gathers and maintains data for a variety of reports and documents including position status reports, supplement distributions, EEOC, drug testing eligibility, and personnel management documents.
- Assists employees and applicants by efficiently and correctly responding to inquiries; refers employees to other personnel as required.
- Leads HR recruiting team in job fairs and recruiting activities.
- Assists the Chief Human Resources Officer (CHRO) in developing departmental goals, objectives, and plans.
- Assists the CHRO with conducting a continuing study of human resources policies, programs, and practices; and recommends new approaches and procedures to effect continual improvements in the efficiency of the department and services performed.
- Ensures compliance with state and federal regulations governing human resources activities.
- Assists in the budgeting and cost analyses of Human Resources activities as requested; and ensures that activities operate within appropriated amounts.
- Assists the CHRO in development of Human Resources budget and in compiling and evaluating human resource requests from other functional areas for development of division wide budget.
- Continually seeks ways to employ technology to better serve customers, eliminate unnecessary duplicate
- work, and produce needed information.
- Manages the electronic software used for the storage and maintenance of personnel records.
- Serves as the designated employer representative for the drug and alcohol testing program for the school division.
- Models non-discriminatory practices in all activities.
Reports to:
Chief Human Resources Officer
Terms of Employment:
Twelve months a year. Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of non-licensed personnel.
