Title:   BUDGET & FINANCIAL ANALYST - REVENUE

Position Type: Exempt

Primary Function:

Responsible for all the revenue and accounts receivable for the School Division. Performs routine professional accounting work, as well as basic research and analysis; prepares and maintains financial information for Administrative and School Board use, and for audit purposes. Monitors revenues in general fund and reconciles to School Board Approved Budget. Develops worksheets and schedules in support of the various financial reports, and working papers for revenue and grants in the budget. Work is performed under general supervision.

Minimum Qualifications:

  • A bachelor’s degree in accounting, business administration, or related field; and considerable experience in governmental accounting; or any equivalent combination of training and experience which would provide the acceptable knowledge, abilities and skills, as evidenced in the following performance responsibilities
Knowledge, Skills and Abilities:
  • Knowledge of governmental accounting and budget principles and practices, auditing, and financial reporting.
  • Knowledge of the application of data automation to accounting, budget, and financial reporting.
  • Knowledge of modern office practices, procedures, and equipment.
  • Ability to analyze, examine, and verify financial documents and practices.
  • Ability to communicate effectively, orally and in writing.
  • Ability to establish and maintain effective working relationships with co-workers, county officials, and the public.
  • Ability to quickly learn procedures used to report information and maintain records
Performance Responsibilities:
  • Analyzes actual revenue to Budgeted revenue, and prepares analysis for Chief Financial Officer.
  • Prepares monthly Finance Report for School Board meetings analyzing Budget vs. Actual expenditures and Budget vs. Actual revenues for the General and School Food Service Funds.
  • Prepares budget entries to set up all Federal and State grants in the General Fund, as well as Budget Transfers.
  • Prepares journal entries to set up revenue accruals, accounts receivables, and all other entries necessary to maintain revenue in the General or Food Service Fund of the approved Budget.
  • Prepares and verifies coding of cash reports, journal entries, and EFTs submitted to Treasurer’s Office; prepares all deposits to County Treasurer’s Office.
  • Sets up all revenue accruals for state funding, as well as for all state and federal grants.
  • Reviews and processes receipts from outside sources which include the state and federal governments.
  • Accounts for certain state grants to include setting up the budget, monitoring expenditures affecting the budget, and requesting reimbursement.
  • Prepares and distributes revenue and program accounting reports.
  • Assists in planning and guiding accounting operations and participates in work operations.
  • Oversees maintenance of general ledgers and cost accounting records
  • Oversees all invoice billing for the School Division to include leases, printing and facility use.
  • Prepares regular and special financial and statistical reports for Administrative and Board review and use.
  • Reviews cost and operating information to insure compliance with budgets.
  • Identifies and reports problems; implements new accounting procedures.
  • Compiles cost data for development of future budgets.
  • Recommends modifications in accounting code as indicated by changes in operation.
  • Analyzes and reconciles monthly trial balance; matches details of sub-ledgers with control totals of general ledger; and verifies asset and equity balances.
  • Reconciles balances in specified accounts, determines discrepancies, and takes correcting appropriate action.
  • Maintains a variety of records for audit by independent accounting firm
  • Provides training and support to school division staff on accounts receivable issues.
  • Performs other duties as assigned
Reports to:
Accounting Supervisor
Terms of Employment:
Twelve months a year. Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of non-licensed personnel.
