Title:   COORDINATOR OF ENROLLMENT AND ATTENDANCE

Position Type: Exempt

Primary Function:

Responsible for the direction and operation of all programs related to student enrollment, truancy, foster care, homeless students, non-resident or out-of-zone applications and tuition, and foreign exchange students. Serve as Truancy Officer and Juvenile Court Services Liaison.

Minimum Qualifications:

  • Bachelor’s degree in human services or a related field, and two years of experience in Human Services work, or any combination of training and experience which provides the required knowledge, skills, and abilities; must possess a valid Virginia driver’s license.
Knowledge, Skills and Abilities:
  • Considerable knowledge of enrollment and attendance state and federal laws and regulations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships with students, parents, teachers, principals, school personnel, community contacts, and the general public.
  • Ability to assemble, organize, and analyze complex data; ability to work independently on responsible and complicated assignments; ability to quickly learn procedures used to report information and maintain records.
  • Ability to organize multiple tasks and develop procedures designed to comply with generally accepted practices and state and federal law to improve operations.
Performance Responsibilities:
  • Act as enrollment and attendance subject matter expert to administrators and school staff regarding interpretation of policies/laws, records requirements, and programs in all matters relating to, but not limited to, enrollment, attendance, unexcused absences, court orders, and withdrawals.
  • Gather attendance data to identify students with truancy problems; make home visits to assess family environment; make referrals and work cooperatively with Social Workers and outside agencies in verifying needs of non-attending students and families; execute enforcement steps of attendance policy.
  • Collaborate with administration, school staff, parents and students to develop truancy prevention/intervention strategies and to develop individualized plans to improve attendance.
  • Initiate legal proceedings with York County Juvenile Court Services Unit; coordinate with York County Attorney’s Office to prepare information for formal hearings; represent school division in court cases.
  • Coordinate with foreign exchange student programs to review and authorize enrollment; process paperwork to obtain J-1 or F-1 Visas, as needed.
  • Provide assistance/guidance to host families with the transition requirements and laws for foreign exchange students coming into and out of the county.
  • Maintain all requirements with Student and Exchange Visitor Information System (SEVIS) for recertification; enters and manages all foreign exchange student information as required by the U.S. Immigration and Customs Enforcement (ICE) and U.S. Department of Homeland Security.
  • Review and process non-resident and out-of-zone applications for enrollment and tuition; inform schools and parent/guardian of decision; maintain accurate records and prepare reports as required by DOE.
  • Assists the Coordinator of Community Outreach with homeless students transportation needs and educational services to include free school meals, referrals for health, mental health, dental, and other appropriate services; inform parents/guardians of available services and opportunities.
  • Serves as Foster Care liaison; coordinates with Social Services on the enrollment of foster care children; assists with school placement decisions; assists with transportation arrangement, as needed,
  • Maintain proficiency of state and federal laws and policies affecting attendance, foreign exchange students, homeless students, foster care students, and all other assigned programs.
  • Assists with supporting schools met Virginia accreditation benchmarks for chronic absenteeism
  • Performs other duties as assigned.

Terms of Employment:
Twelve months a year. Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of non-licensed personnel.
