Title:   SENIOR BUSINESS ANALYST

Position Type: Exempt

Primary Function:

Serves as the in-house expert for complex applications developed by third parties for specialized purposes and provides customer support for the packages. Serves as the technical lead or database designer/analyst for applications developed in-house by the Applications Support team.

Minimum Qualifications:

  • Associate’s degree in Computer Science, MIS, or Information Systems and three years of related experience; or any equivalent combination of training and experience which would provide the acceptable knowledge, abilities and skills, as evidenced in the following performance responsibilities.
Necessary and Special Qualifications:
  • Valid driver’s license and insurability.
Knowledge, Skills and Abilities:
  • Considerable knowledge of data processing principles in applications, programming and system development.
  • Considerable knowledge of the installation and routine maintenance procedures for computers related equipment.
  • Experience mentoring daily work activities of others.
  • Experience dealing with the maintenance, design and/or development of complex relational database systems using SQL in a networked environment. Experience with Microsoft SQL Server and an understanding of stored procedures and triggers preferred.
  • Experience using productivity tools such as Access, dBase, FoxPro, etc. to develop relational database applications in a networked environment.
  • Significant experience developing applications in at least one high level programming or software development language such as Visual Basic, C, C#, Pascal, Basic, etc. Knowledge of web-based programming languages and techniques preferred.
  • Experience using a report writer tool such as Crystal Reports, R&R Relational Report Writer or Access.
  • Experience in dealing directly with customers.
  • Visual acuity and perception required for operating a motor vehicle and working with computer hardware and software.
  • Ability to operate independently and without constant supervision, as well as in a team environment.
  • Ability to communicate effectively and to follow and develop complex oral and written instructions.
  • Ability to establish and maintain effective, professional, working relationships with IS administration, employees and other departments.
  • Ability to prepare technical reports, manuals, and documentation.
  • Ability to stay abreast of and analyze advancements and trends in the data processing field and to make recommendations for changes and improvements to systems and/or programs when advisable.
  • Ability to stoop, kneel, bend, and reach when working with personal computer equipment, peripherals, and associated electronic network equipment and to lift forty (40) pounds.
  • Ability to grasp, hold, and manipulate tools and computer parts.
  • Ability to organize and schedule data processing operations, and to oversee the associated operations.
Performance Responsibilities:
  • Assumes responsibilities and duties of the Supervisor of Application Support in the absence of the Supervisor.
  • Assumes sole responsibility for all aspects of a specific application/system and serves as the point of contact for all customer issues, coordinates implementation and maintenance issues.
  • Serves as a mentor to other technical support staff on all software related aspects of the division’s business systems and other database applications.
  • Serves as project manager/team leader with the responsibility of supervising a team on an assigned project.
  • Installs application software for specialized customer applications and serves as the key user of applications. Provides reports as necessary.
  • Provides data exchanges between other applications as necessary.
  • Responds to all problems with assigned products, i.e., be the in-house expert and serves as the primary support contact between the School Division and software developers/vendors for applications being used by other division employees.
  • Meets with customers to discuss needs and requirements. Prepares formal specifications which states needs, proposes solutions, and describes steps necessary for implementation.
  • Evaluates commercially available software products to determine the value of software products to the division, the interaction with and impact on existing hardware and software systems and the resources required to implement and supports the products, and makes recommendations about the cost effectiveness of implementing such products as solutions to given problems.
  • Evaluates requested/proposed upgrades to existing software products to determine the value of the upgrade to the division, the impact on the existing databases of the version currently in use, the interaction with and impact on existing hardware and software systems, and the resources required to implement requested/proposed upgrades and makes recommendation about the cost effectiveness of implementing upgrades of existing systems.
  • Provides training on specialized packages. Performs routine maintenance procedures and advises personnel using systems on same.
  • Serves as the technical lead or database designer/analyst for applications developed in-house by the Applications Support team.
  • Determines nature of reported problems and initiates corrective action or refers problems to Computer Maintenance staff and/or Network Administration.
  • Effectively communicates user errors and explains steps to avoid similar problems in the future.
  • Assists in planning for both new and replacement equipment and software purchases.
  • Suggests ways to improve service or reduce costs relating to using computers in the school division.
  • Performs other duties as assigned.
Reports to:
Supervisor of Applications Support
Terms of Employment:
Twelve months a year. Salary according to School Board Pay Plan.
Evaluation:
Performance of this job will be evaluated in accordance with the school board policy and administrative regulations on evaluation of non-licensed personnel.
