Title:   OCCUPATIONAL SAFETY/REGULATORY COMPLIANCE SPECIALIST

Position Type: Non-Exempt

Primary Function:

Conducts all safety and regulatory monitoring, record keeping, training, and reporting required by OSHA, VOSH and the EPA. Provides technical expertise concerning safety in the workplace; supports division and contractor personnel regarding the safe operation and maintenance of the division. Develops and implement strategies for compliance with applicable federal, state, and local safety regulations along with coordinating implementation of required safety training programs; monitors progress.

Minimum Qualifications:

  • High school diploma or equivalent; three years related work experience in Safety and Industrial Hygiene; valid Licenses and Certifications required to design, monitor, inspect, and abate asbestos and lead in school facilities; or any equivalent combination of training and experience which would provide the acceptable knowledge, abilities and skills, as evidenced in the following performance responsibilities.
Knowledge, Skills and Abilities:
  • Sufficient strength, agility, dexterity, and oral and written communication skills required to perform all performance responsibilities.
  • Ability to quickly learn procedures used to report information and maintain records.
  • Ability to travel to more than one work location in the course of the day.
  • Ability to analyze data and situations and apply applicable regulations.
  • Ability to recognize, evaluate and administer controls to work place hazards.
Performance Responsibilities:
  • Conducts all monitoring and training required by the EPA, OSHA, and VOSH.
  • Keeps Management Planner updated in schools and conducts annual building health survey.
  • Inspects and monitors removal of Asbestos Containing Building Material (ACBM) as required by the EPA, including writing designs and specifications for abatement.
  • Maintains Material Safety Data Sheets and updates, Asbestos Management Plan, Operations and Maintenance Plan, Data Sheets and update as necessary.
  • Coordinates disposal of hazardous materials.
  • Conducts indoor air quality investigations, recommends modifications, and coordinates decontamination when needed.
  • Tests fire safety equipment, conducts fire code inspections in coordination with the York County Fire and Life Safety Inspector, and corrects fire code violations.
  • Collects data for and ensures the timely & accurate filing of all required reports.
  • Keeps all records for VOSH and EPA and files all data pertaining to AHERA.
  • Identifies and appraises accident and loss-producing conditions or practices, writes safety reports, and develops and communicates prevention methods.
  • Maintains required records and testing equipment.
  • Assists with budget formulation, maintains budget materials, and monitors accounts.
  • Schedules and conducts Safety Committee meetings.
  • Develops and implements division-wide training in current health and safety practices.
  • Conducts tri-annual safety audit for each division building as required by the Virginia Department of Education.
  • Responds to current legislation and/or litigation regarding possible funding of EPA, OSHA, and VOSH mandates.
  • Coordinates Modified Duty Programs and Return to Work Procedures for employees as necessary, coordinating with Worker’s Compensation Insurance Company when required.
  • Monitors ADA compliance for the school division.
  • Manages the division’s DOT drug and alcohol testing program.
  • Performs other duties as assigned.
Reports to:
Chief Operating Officer (COO)
Terms of Employment:
Twelve months a year. Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of non-licensed personnel.
