Title:   DIRECTOR OF INFORMATION TECHNOLOGY

Position Type: Exempt

Primary Function:

The Director of Information Technology serves as a forward-looking leader who is responsible for the development and implementation of a comprehensive technology strategy that aligns with the district’s goals, advances student achievement, ensures operational efficiency, and delivers superior service to all stakeholders. The Director oversees enterprise-wide information systems, including business applications, communication platforms, network and cybersecurity, and technical support. By collaborating with leadership, schools, and departments, this role propels innovation, optimizes resource utilization, and ensures a secure and sustainable technological infrastructure. Key responsibilities include strategic planning, project management, team leadership, and transparent communication to ensure the delivery of technology solutions that meet the evolving needs of students, staff, and families.

Minimum Qualifications:

  • Bachelor's degree in computer science, mathematics, or related field, master’s degree preferred.
  • Ten years of progressive experience in managing functions and departments dealing with information handling, workflow and systems and three or more years of direct management of a major information technology (IT) enterprise operation.
  • Visual acuity and perception required for operating a motor vehicle and working with computer hardware and software. 
  • Valid Virginia driver’s license and insurability.
Knowledge, Skills and Abilities:
  • Comprehensive knowledge of business principles and techniques of administration, organization, and management to include an in-depth understanding of the key business and instructional issues that exist in K-12 education.
  • Comprehensive knowledge of data processing methods and procedures, and computer software systems.
  • Comprehensive knowledge of equipment and software characteristics of various computer systems and a general understanding of system features and their integration capabilities.
  • Comprehensive knowledge of systems design and development process, including requirements analysis, feasibility studies, software design, programming, pilot testing, installation, evaluation, and operation management.
  • Comprehensive knowledge of business process analysis and reengineering.
  • Ability to manage the procurement of equipment and software for all computer, telecommunication, building automation and security needs.
  • Ability to manage training programs for staff to support an enterprise operation.
  • Ability to manage, motivate, educate, evaluate, and lead subordinates as well as create and motivate behavior change.
  • Ability to establish and maintain effective working relationships with all school division employees, York County administrative staff, and general public.
  • Ability to communicate effectively both orally and in writing.
  • Ability to prepare technical reports, manuals, and documentation.
  • Ability to stoop, kneel, bend, and reach when working with personal computer equipment, peripherals, and associated electronic network equipment and to lift forty (40) pounds unassisted. Ability to grasp, hold, and manipulate tools and computer parts. 
Performance Responsibilities:
  • Strategically plans and organizes the overall IT activities, including systems analysis, programming, and computer operations.
  • Chairs the Technology Governance Committee (TGC). 
  • Recruits, develops, motivates, supervises, evaluates, and retains assigned staff.
  • Ensures appropriate training programs for the organization are in place to attract, retain and develop the key personnel required to support IT. 
  • Provides quality service to customers in needs analysis, solution recommendation, vendor selection, implementation, training, and post-installation support. 
  • Collaborates with leadership, schools, and departments, to enable innovation, optimize resource utilization, and ensure a secure and sustainable technological infrastructure.
  • Reviews Division hardware and software acquisition and maintenance contracts. Develops, when possible, master purchase or lease agreements for hardware, software, maintenance, and telecommunication services. 
  • Maintains contact with IT suppliers and maintains knowledge of current technology, equipment, prices and terms of agreements. Evaluates alternatives, performs appropriate cost benefit analysis, and recommends solutions that minimize costs commensurate with acceptable risks. 
  • Develops and maintains the annual operating budget for network information and technology systems operations, communications, building automation, security, and utilities including electric power, natural gas, water and wastewater. 
  • Approves and coordinates all projects related to selection, acquisition, development, and installation of major information systems for the division. 
  • Communicates IT plans, policies, and technology trends throughout the division. 
  • Promotes and oversees relationships between the IT resources and external entities (e.g., government, vendors, and other school divisions). 
  • Responsible for maintaining the security systems and developing plans to ensure that the division’s security is ensured using enhanced technology to improve overall effectiveness of existing systems. 
  • Conducts federal Impact Aid survey, and other surveys as necessary. 
  • Provides advice on evaluation, selection, implementation, and maintenance of information systems, as well as provide advice, counsel, education and service concerning IT issues and trends in the IT industry. 
  • Responsible for development of goals for resource conservation and for improving resource utilization using enhanced technology to further the building automation systems and the use of other resource-conservation techniques. 
  • Develops and maintains corporate IT policies and standards relating to the acquisition, implementation, and operation of information technology, as well as communication, building automation and security systems. 
  • Develops and maintains corporate policies and standards aimed at minimizing costs related to the acquisition, implementation, and operation of IT systems. 
  • Recommends to the Chief Human Resources Officer appropriate staff development programs to enhance the competence of School Board employees in the use of administrative and management technology. 
  • Performs other duties as assigned.

Terms of Employment:
Twelve months a year. Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of administrative personnel.
