DIRECTOR OF HUMAN RESOURCES
Primary Function
Position is responsible for managing and administering personnel services, compensation and benefits, non-licensed staff development, performance evaluation and compliance with School Board policies and government regulations as it relates to human resources functions for the York County School Division (YCSD).
Minimum Qualifications
- Holds a bachelors degree
- Preferably holds a masters degree with an endorsement in school administration
- 3 years experience in a supervisory or administrative capacity (in a school division environment preferred)
- Or any combination of education and experience that would enable the employee to perform the essential performance responsibilities satisfactorily
- Professional knowledge of the public school system necessary for working effectively with school personnel and members of the community
- Considerable knowledge of current changes and developments in employee evaluation research
- Considerable knowledge of leadership and supervision in directing a Human Resources Office
- Ability to work successfully with teachers, administrators, and school officials
- Ability to communicate effectively, both orally and in writing
- Ability to establish and maintain effective working relationships with other employees and the general public
- Ability to understand and follow oral and written instructions
- Ability to work independently with minimum supervision performing a variety of complex and routine tasks
Performance Responsibilities
- Translate the organizational mission and strategy into workforce plans and programs that align with overall strategic objectives
- Oversee major organizational change plans
- Define the organizational culture and values to design the workforce environment
- Formulate and execute Human Resources policies
- Serve as the division’s Title IX Coordinator
- Maintain position control and communicate with other administrative departments regarding school staffing needs each year
- Manage Human Resources compliance
- Forecast talent needs and expected vacancies
- Assess the workforce’s current capabilities
- Stay abreast of current and future labor trends
- Develop plans to attract, develop and deploy talent
- Oversee recruiting
- Oversee the division re-licensure program to include providing support for building administrators in the area of re-licensure
- Oversee and manage compensation and benefits
- Identify, select and manage external vendors
- Provide necessary benefits enrollment updates throughout the year
- Oversee non-licensed staff development learning, skills and career development
- Manage in-house Human Resources technology development, data, reporting and analysis
- Design and administer performance evaluation and management
- Provide support to building administrators in the area of personnel evaluation
- Manage the building administrator evaluation system to include working collaboratively with other YCSD departments in this area
- Model non-discriminatory behavior at all times and follow established safe work practices
- Follow established YCSD policies and procedures at all time
- Perform other duties as assigned

Terms of Employment:
Twelve months a year. Salary determined according to the YCSD Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with school board policy and administrative regulations on evaluation of non-licensed personnel.
