Title: CHIEF ACADEMIC OFFICER (CAO)

Primary Function:
Provides leadership and oversight in the development, delivery and evaluation of all aspects of the instructional program, preschool through grade 12.
Minimum Qualifications:
- Postgraduate professional certificate with an endorsement in administration and supervision
- Minimum requirement of a Master’s degree with Doctorate in Education preferred
- Minimum five years of experience in administration; principal experience preferred
- Central Office leadership experience preferred
- Demonstrated professional and personal characteristics necessary for working effectively with school personnel and members of the community
- Possess high moral standards and integrity
Necessary and Special Qualifications:
- Demonstrated ability to effectively lead, organize and direct the work of others
- Strong analytical and problem-solving skills to include ability to analyze key data points to identify areas of need and potential solutions
- Excellent oral and written communications skills
- Considerable knowledge of education-related federal, state, and local statutes, regulations and policies to include the Virginia Standards of Quality (SOQ) and Standards of Accreditation (SOA)
- Ability to establish and maintain effective working relationships with employees in all YCSD departments.
- Ability to maintain records, prepare reports, and organize complex data.
- Ability to work independently on complicated projects and complete in a timely manner
- Ability to recognize a problem and assist in its resolution
- Ability to work with limited supervision
- Exercises initiative and independent judgment in the execution of duties
- Exercises tact, courtesy and confidentiality in frequent contact with employees, parents and representatives from outside agencies and organizations
Performance Responsibilities:
- Supervise and coordinate management of the PK-12 instructional program, including the provision and evaluation of curriculum, textbooks, testing, and instructional resources and programs
- Provide leadership for all objectives in the strategic plan, as appropriate to the instructional program and services
- Provide leadership in the planning, design and implementation of a quality professional development program for building administrators, teachers and para-educators to support the strategic plan
- Work with staff to analyze and manage data needed for the strategic plan and state accreditation.
- Keep abreast of educational research and provide leadership to support effective and innovative instructional practices
- Keep the division superintendent informed of the effectiveness and needs of the schools' instructional program
- Supervise, coordinate and evaluate the work of directors and principals in organizing and delivering the program of instruction
- Provide oversight for the development and monitoring of School Improvement Plans
- Provide oversight of instructional programs and services to include: special education, gifted, English learners, magnet and regional programs.
- Coordinate and guide long and short term instructional planning for schools
- Interpret and communicate the division's instructional programs, policies, practices, and procedures to the community and other interested parties
- Oversee development of the budget for the department of instruction and assume responsibility for appropriate management of fiscal resources
- Evaluate staffing needs and make recommendations to the division superintendent
- Attend and present as necessary, at School Board work sessions and regular meetings
- Model non-discriminatory behavior at all times and follow established safe work practices
- Monitor and support compliance with YCSD policies and procedures relating to instruction
- Follow established YCSD policies and procedures at all time
- Perform other duties as assigned by the Superintendent

Salary according to School Board Pay Plan.
