Title:   BUDGET & FINANCIAL SUPERVISOR

Position Type: Exempt

Primary Function:

Participates in the planning, development and execution of the annual budget. Under limited supervision conducts and coordinates complex professional budget and accounting work involving the research, analysis, preparation and maintenance of financial information for financial reporting and audit purposes.

Minimum Qualifications:

  • Bachelor’s degree in accounting, business administration or a related field, and three to five years of experience in general accounting and preferably governmental accounting, including two years supervisory experience; or any equivalent combination of training and experience which would provide the acceptable knowledge, abilities and skills, as evidenced in the following performance responsibilities.
Knowledge, Skills and Abilities:
  • Comprehensive knowledge of government accounting, auditing, and financial reporting. Knowledge of Generally Accepted Accounting Principles and Governmental Accounting Standards.
  • Thorough knowledge of automated budget and accounting microcomputer systems, operations and procedures.
  • Ability to create and implement budget and financial reporting procedures designed to comply with generally accepted accounting practices and to improve operations.
  • Ability to prepare various financial and operational reports.
  • Ability to plan, coordinate, and direct the work of subordinates.
  • Ability to establish and maintain effective working relationships with outside contacts, officials, school secretaries, principals, directors, and other School Board employees.
  • Ability to assemble and organize complex data.
  • Ability to work independently on responsible and complicated administrative assignments.
  • Ability to compose effective and accurate correspondence.
  • Ability to quickly learn procedures used to report information and maintain records.
Performance Responsibilities:
  • Assists in preparation of annual budget by coordinating Department / school budget submissions utilizing Division-wide network.
  • Assists in the development of budget systems and procedures; works with School Division staff to develop and implement automated budget processes.
  • Coordinates publication of all budget documents.
  • Assists the Chief Financial Officer in the development of budget and financial reporting procedures and practices of the Department of Finance.
  • Analyzes departmental budget requests for assessment of budget needs.
  • Supervises employees in the areas of purchasing, budgeting, and financial reporting.
  • Prepares appropriation entries as approved by the School Board and the Board of Supervisors in the County budget and accounting system.
  • Reviews and reconcile on a annual basis the annual approved appropriations to the accounting system.
  • Monitors activity appropriations for spending; advise supervisors of the availability of annual appropriations.
  • Assists in the development of the County and School Division’s Comprehensive Annual Financial Reports (CAFR).
  • Researches and analyzes financial documents and records to develop complex schedules and working papers on such financial information.
  • Assists the administration of the annual audit, which includes complex research, analysis, development and summarization of all school funds.
  • Assists in the implementation of generally accepted accounting principles relating to School Division operations.
  • Assists in the implementation of all Government Accounting Standards relating to School Division operations.
  • Reviews, for budgetary and financial reporting purposes, receipts from outside sources, which include the state and federal governments.
  • Assists in budgeting for activities relating to the grants received by the School Division; includes reviewing School Board materials.
  • Attends School Board meetings and works sessions on budget and other related financial matters.
  • Prepares fixed asset schedules at year-end for auditors.
  • Assists in the preparation of the State Department of Education Annual School Report.
  • Performs other duties as assigned by the Chief Financial Officer.

Chief Financial Officer
Terms of Employment:
Twelve months a year. Salary according to School Board pay plan.
Evaluation:
Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of non-licensed personnel.
