MANAGER OF CYBERSECURITY & NETWORK OPERATIONS


Primary Function

The Manager of Cybersecurity & Network Operations is responsible for the daily operation, security, maintenance, and monitoring of the division’s network and cybersecurity systems. This role supervises the network/security operations team and ensures the confidentiality, integrity, and availability of technology services used by faculty, staff, and students.

Work includes coordinating cybersecurity operations, managing district network infrastructure, assisting in the development of security procedures and best practices, and ensuring reliable customer-focused technical support. Work is performed under general supervision of the Director of Information Technology.

Minimum Qualifications

  • Bachelor’s degree in computer science, information systems, cybersecurity, or related field; equivalent combination of education and experience accepted.
  • Relevant industry certifications preferred (e.g., Security+, CySA+, CCNA, CCNP, GSEC).
  • 3–5 years of progressively responsible experience supporting enterprise IT networks and cybersecurity systems, including supervisory or team-lead responsibilities.
  • Experience with network design/administration, firewalls, threat detection tools, endpoint protection, secure system configuration, and supporting environments of 1,000+ users.
  • Ability to analyze, implement, and maintain secure and reliable IT systems.
  • Strong oral and written communication skills.

Knowledge, Skills and Abilities

  • Knowledge of network and cybersecurity operations, including design, integration, troubleshooting, and maintenance of wired/wireless networks, firewalls, authentication systems, endpoint security tools, and monitoring platforms such as SIEM and SOAR.
  • Working knowledge of information security principles and best practices, such as incident response, data protection, access control, vulnerability management, and compliance obligations relevant to school divisions.
  • Working knowledge of enterprise data systems, backup operations, and technologies that ensure data confidentiality, integrity, and availability.
  • Knowledge of project management fundamentals, including planning, resource coordination, and leading technical projects through completion.
  • Knowledge of customer service practices and the ability to maintain professional working relationships with internal stakeholders.
  • Familiarity with IT policies, procedures, and documentation standards relating to cybersecurity, network operations, and compliance.
  • Skill in supervising technical personnel, assigning work, evaluating performance, and coaching for improvement while fostering a collaborative team culture.
  • Strong analytical and problem-solving skills for diagnosing and resolving network and security issues using system logs, monitoring tools, and technical expertise.
  • Skill in implementing and administering network infrastructure, including switches, routers, wireless systems, and security appliances.
  • Proficiency with cybersecurity tools and processes such as firewall configuration, intrusion detection/prevention, identity and access management, email security, and endpoint protection.
  • Skill in preparing technical reports, documentation, and standard procedures while communicating complex information clearly to both technical and non-technical audiences.
  • Strong interpersonal and communication skills, including providing guidance and support to end users and maintaining positive relationships with school and department personnel.
  • Skill in managing multiple projects and competing priorities while supporting daily operational needs.
  • Ability to effectively lead a network and cybersecurity operations team, ensuring adherence to procedures, accountability, and strong customer service.
  • Ability to analyze operational and security requirements, recommend appropriate solutions, and implement controls aligned with district standards.
  • Ability to enforce cybersecurity practices such as secure configuration management, patching, vulnerability remediation, and user awareness initiatives.
  • Ability to collaborate effectively with other departments and stakeholders to ensure secure integration of technology systems and coordinated response to incidents.
  • Ability to maintain accurate technical documentation, including configurations, diagrams, security procedures, and asset inventories.
  • Ability to stay current with evolving cybersecurity threats, industry trends, and modern technologies to recommend operational improvements.
  • Ability to meet the physical requirements of IT operations, such as handling equipment, navigating wiring closets, and lifting equipment as needed.

Performance Responsibilities

  • Provides daily leadership, guidance, coaching, and support to network and cybersecurity staff to foster strong teamwork, high performance, and excellent customer service.
  • Manages relationships with multiple vendors. Maintains organization’s effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies. 
  • Oversees the day-to-day operation, monitoring, and maintenance of the district’s network infrastructure, including wired and wireless systems, servers, storage, firewalls, and related security technologies.
  • Implements methods and processes that improve the effectiveness, reliability, and security of network and security services, recommending updates or changes to leadership as needed.
  • Directs technology research by studying organization goals, strategies, practices, and customer projects.
  • Verifies application results by conducting system audits of technologies implemented.
  • Ensures the consistent application of network and cybersecurity standards, best practices, and procedures across all supported systems and environments.
  • Monitors cybersecurity tools and systems—including firewalls, SIEM, intrusion detection/prevention, endpoint protection, video surveillance systems and email filtering—to detect and respond to threats, coordinating with team members to remediate issues.
  • Coordinates and participates in security incident response activities, documenting events and assisting the Director of IT with communication, escalation, and follow-up as required.
  • Oversees user account lifecycle management, ensuring secure provisioning, modification, and removal of accounts in Active Directory, M365, and other district systems.
  • Ensures proper administration, monitoring, and maintenance of backup operations, storage systems, and disaster recovery processes, and assists in conducting periodic testing to validate data integrity and recovery readiness.
  • Recommends information technology strategies, policies, and procedures by evaluating organization outcomes, identifying problems, evaluating trends, and anticipating requirements.
  • Accomplishes financial objectives by forecasting requirements, scheduling expenditures, analyzing variances, and initiating corrective action.
  • Coordinates with other IT teams and departments to ensure technology projects, upgrades, and integrations follow security requirements and align with district standards.
  • Assists with developing project plans for network and security initiatives, defining tasks, timelines, resource needs, and documentation requirements.
  • Provides input to the Director of IT on hardware/software procurement, infrastructure improvements, budget planning, and technology selection by offering feasibility assessments, cost considerations, and operational recommendations.
  • Maintains a renewal and upgrade schedule for division’s software programs and hardware solutions.
  • Oversees the maintenance and accuracy of network/security documentation, including diagrams, configurations, system inventories, and procedural guides.
  • Works with external vendors and service providers to resolve technical issues, manage service requests, and ensure timely delivery of equipment, software, and contracted services.
  • Supports the Director of IT in preparing for audits, risk assessments, and compliance reviews by maintaining proper controls, documentation, and system records.
  • Provides training, guidance, and communication to staff and end-users on security best practices, safe computing, and district technology procedures.
  • Monitors workload, ticket activity, and service trends within the team, adjusting assignments and providing coaching to ensure customer expectations are met.
  • Participates in evaluating new technologies, tools, and services that may enhance the security, performance, or efficiency of district IT operations.
  • Performs or delegates troubleshooting, repair, and diagnostic tasks for network and security systems, coordinating with vendors when necessary.
  • Maintains a strong working relationship with school administrators, department leaders, and staff to support the secure operation of key instructional and administrative systems.
  • Performs other related duties as assigned.

Position Type: Exempt

Reports to: Director of Information Technology

Terms of Employment: Twelve months a year. Salary according to School Board Pay Plan.

Evaluation: Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of non-licensed personnel.
