Title: ASSOCIATE DIRECTOR OF HUMAN RESOURCES

Primary Function:
Provides leadership, direction, compliance and legal expertise to planning and implementation of Human Resources functions in the Division.
Minimum Qualifications:
- Minimum requirement of a Master’s degree with preferred requirement of Ed.D, MBA or JD
- Minimum 5 years of progressively responsible experience in educational, management and business administration experience with preferred requirement of 10 or more years of such experience
- Principal experience preferred
- Must be experienced in MS Office Suite applications.
Knowledge, Skills and Abilities:
- Considerable knowledge of human resource professional management programs and current human resources laws and regulations
- Ability to conduct investigations independently or with limited assistance
- Ability to effectively lead, organize and direct the work of others
- Ability to relate to a wide variety of people and to observe, listen and provide leadership which results in the best possible work environment
- Considerable knowledge of standard office practices and equipment.
- Strong analytical skills and excellent oral and written communications skills.
- Considerable knowledge of York County instructional initiatives
- Ability to establish and maintain effective working relationships with employees in all YCSD departments.
- Ability to maintain records, to prepare reports, and to organize complex data.
- Ability to work independently on complicated projects, complete in a timely manner, and report results.
- Ability to compose effective and accurate correspondence.
- Ability to recognize a problem and assist in its resolution
- Ability to work with limited supervision
- Exercises initiative and independent judgment in the execution of duties
- Exercises tact, courtesy and confidentiality in frequent contact with employees, vendors and representatives from outside agencies and organizations
- Excellent written and verbal communication skills
- Substantial management experience in all areas of human resources
- Preferred legal experience/training in employee benefits, employment and EEOC law
Performance Responsibilities:
- Provides day-to-day leadership and direction to the Human Resources Department
- Lead the division’s employee relations program
- Maintain an updated and comprehensive list of active and inactive employee investigations
- Provides timely and accurate investigation summaries to the CHRO
- Conducts investigations and reports
- Provide leadership in developing recruitment plans for all employee classes
- Provide leadership in developing and carrying out strategies to encourage employee retention.
- Plans and carries out job fairs and recruiting events
- Coordinate new and experienced teacher support and events
- Coordinates Title II programs and funds
- Coordinates the New Teacher Mentor Program
- Coordinates New Employee Orientation
- Coordinates Substitute Training
- Lateral Entry teacher classroom support
- Maintains open communication with the CHRO and provides timely updates.
- All other duties assigned
Working Conditions & Physical Requirements:
Normal office environment. Routine physical activities associated with normal office environment.

Chief Human Resources Officer (CHRO)
Terms of Employment:
Salary according to School Board Pay Plan.
Evaluation:
Job performance evaluated in accordance with school board policy and administrative regulations.
