Title:   CHIEF HUMAN RESOURCES OFFICER (CHRO)

Position Type: Exempt

Primary Function:

Provides leadership, direction and legal expertise to planning and implementation of Human Resources functions in the Division.

Minimum Qualifications:

  • Minimum requirement of a Master’s degree with preferred requirement of Ed.D, MBA or JD
  • Minimum 5 years of progressively responsible experience in educational, management and business administration experience with preferred requirement of 10 or more years of such experience
  • Principal experience preferred
Necessary and Special Qualifications:
  • Considerable knowledge of human resource professional management programs and current human resources laws and regulations
  • Ability to effectively lead, organize and direct the work of others
  • Demonstrated ability to design and implement a strategic plan for Human Resources
  • Ability to relate to a wide variety of people and to observe, listen and provide leadership which results in the best possible work environment
  • Considerable knowledge of standard office practices and equipment.
  • Strong analytical skills and excellent oral and written communications skills.
  • Considerable knowledge of York County instructional initiatives
  • Ability to establish and maintain effective working relationships with employees in all YCSD departments.
  • Ability to maintain records, to prepare reports, and to organize complex data.
  • Ability to work independently on complicated projects, complete in a timely manner, and report results.
  • Ability to compose effective and accurate correspondence.
  • Ability to recognize a problem and assist in its resolution
  • Ability to work with limited supervision
  • Exercises initiative and independent judgment in the execution of duties
  • Exercises tact, courtesy and confidentiality in frequent contact with employees, vendors and representatives from outside agencies and organizations
  • Excellent written and verbal communication skills
  • Substantial management experience in all areas of human resources
  • Preferred legal experience/training in employee benefits, employment and EEOC law
Performance Responsibilities:
  • Provides overall leadership and direction to the Human Resources Department
  • Assumes responsibility for guidance and accountability for all personnel functions, including recruitment, employment, licensure, training, records, complaints, contracts, benefits and compensation, staffing, discipline, terminations/non-renewals, and interface with Payroll, Finance, Information Technology, Instruction, Operations and School Administration.
  • Provides leadership for department strategic plan and budget development
  • Develops plans to attract, develop and deploy talent
  • Oversees recruiting and succession management
  • Designs/manages and administers performance management/evaluation and recognition programs
  • Oversees management of HRIS data/reporting, position control and analysis
  • Oversight and handling of  all personnel related legal actions
  • Administers the annual budget for the Department
  • Supervises administrators/coordinators in the Department
  • Serves as the Title IX Coordinator for the Division
  • Interviews and recommends candidates for administrative positions in the Human Resources Department
  • Serves as Superintendent’s Cabinet member
  • Attends, and presents as necessary at School Board work sessions and regular meetings
  • Encourages and facilitates communication among Division departments and buildings
  • Performs other duties as assigned by the Superintendent.
Working Conditions & Physical Requirements:
Normal office environment. Routine physical activities associated with normal office environment.

Terms of Employment:
Salary according to School Board Pay Plan.
Evaluation:
Job performance evaluated in accordance with school board policy and administrative regulations.
