Title: ASSOCIATE DIRECTOR FOR CAPITAL PLANS AND PROJECTS

Primary Function:
Serves as the primary technical advisor to the Chief Operations Officer on capital improvement plan matters including the improvement and renovation of existing buildings and the construction of new buildings. Assists with the preparation of the annual Facility Master Plan. and manages all aspects of School Board approved capital projects including coordination of financing, legal review, government agency approval, procurement of architect and engineering services, construction contractors and relevant vendors. Supervises the administration of all contracts issued for capital projects and reports periodically to the Chief Operations Officer. Serves on the CIP Committee and regularly updates the Superintendent and School Board on the progress of approved projects. Works to continuously improve the safety, sustainability and energy efficiency of all buildings.
Minimum Qualifications:
- Holds an Engineer or Architect license or has a minimum of 10 years construction project management experience preferred.
- Considerable knowledge of architectural and engineering design and construction management.
- Thorough understanding of facilities design including new construction and renovations, building construction methods, and integrated systems infrastructure.
- Ability to read, comprehend and explain complex architectural and engineering plans and specifications.
- Comprehends concepts for energy and maintenance reductions in new and renovated facilities.
- Proficient in the use of standard office software including Microsoft Word, Excel and PowerPoint.
- Aptitude to manage multiple building and renovation projects simultaneously.
- Must possess excellent communication skills and be able to establish and maintain effective working relationships with school division staff, architects, engineers, contractors and inspectors.

Performance Responsibilities:
- Surveys existing buildings and makes recommendations for capital improvement projects in the Facility Master Plan to the Chief Operations Officer.
- Coordinates all financial aspects of approved projects with the Chief Operations Officer and Chief Financial Officer.
- Coordinates all legal aspects of approved projects with the School Division Attorney’s office.
- Confers with instructional and network staff as appropriate, in the design and functionality of new or renovated academic facilities.
- Serves as the school division’s representative to architects and engineers for the design of all capital improvement projects.
- Regularly reports the status of approved projects and capital projects to the Chief Operations Officer, the CIP Committee, Superintendent and School Board. Such reports shall include recommendations to deal with unexpected circumstances, construction or material supply issues, and any other matter affecting the timely completion of an approved project.
- Guides development of and monitors the progress of construction document preparation for board approved projects and makes recommended changes based on safety, constructability, cost or other factors.
- Coordinates with York County Purchasing to publish requests for proposals from architectural and engineering firms, assists in the evaluation of those proposals and makes recommendations to Purchasing for awarding contracts. Also coordinates with the project design team to ensure York County Purchasing receives accurate documentation for construction bid packages, participates in the evaluation of the bids submitted and makes recommendations to Purchasing for awards.
- Maintains a periodic presence on construction sites, monitoring progress of the work, noting and recording compliance and non-compliance with plans, documenting those activities which may lead to claims by or against the School Board.
- Inspects renovation and new construction projects to ensure methods used, material and supplies conform to contract document specifications and drawings. Works to resolve any issues.
- Evaluates proposed change orders and available funding. Recommends appropriate action to the Chief Operations Officer and Chief Financial Officer for each proposal.
- Notifies the Chief Operations Officer in a timely manner of any indications of slippage in the construction schedule which are not being addressed properly by the architect or the general contractor.
- Serves as liaison with York County staff, Virginia state agency officials and federal agency regulators to ensure compliance with regulations.
- Oversees commissioning of new and existing buildings to ensure that the building envelope and installed equipment operate as designed.
- Ensures that the design intent for all projects is a safe, efficient, sustainable building, which meets or exceeds current building standards.
- Stays current with new technologies, methods and trends in building construction and maintenance.
- Supervises the Project Manager for Capital Plans and Projects.
- Works collaboratively with the Director of Maintenance and Facility Support and Director of Information Technology or their designee on project design and completion as needed.
- Manages and maintains records for all construction and renovation projects.
- Other duties as assigned by Chief Operations Officer.

Terms of Employment:
Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of non-licensed personnel.
