Title:   TEACHER SPECIALIST- SPECIAL EDUCATION

Position Type: Exempt

Primary Function:

Provides technical assistance and support to school administration and special education instructional staff while expanding and refining special education programming within the school building. Under the direct supervision of the principal, serves as a Local Education Agency (LEA) representative in eligibility meetings, Individualized Education Program (IEP) meetings and discipline IEP reviews to ensure due process compliance with local, state and federal requirements. Works as a colleague with teachers to support student learning, teacher practice and provide compliance support based on the individual needs of students.

Minimum Qualifications:

  • Master's Degree in Special Education or related field
  • Hold a VDOE professional teacher license with endorsement in Special Education
  • At least 5 years teaching experience in special education
  • Collaborative skills to work with the IEP team members
  • Leadership abilities to oversee IEP implementation and accountability

Preferred Qualifications:

  • Held a leadership role
  • Holds a postgraduate professional license in school administration and shall have completed those courses at the graduate level that are pertinent to the assignment
Knowledge, Skills and Abilities:
  • Exhibits knowledge of the laws, procedures, principles, practices, and current developments associated with 504 and with the administration of special education programs under IDEA.
  • Ability to communicate effectively both orally and in writing with students, parents, school personnel, and members of the community.
  • Excellent oral, written, and human relations and communications skills.  
  • Exhibits knowledge of the evaluation/identification and needs of students with disabilities.
  • Exhibit a high degree of professionalism to include work ethic, assuming and accepting responsibility, flexibility, attention to detail, time management, organization, maintaining composure in high demand and challenging situations, and modeling a positive attitude which contributes to a positive climate and culture within the department/division.
Performance Responsibilities:
  • Serve as a member or LEA of Child Study, Eligibility, and IEP Committees
  • Assists in providing leadership for the instructional program
  • Plans and facilitates professional development programs designed to optimize delivery of specialized instruction for students with disabilities
  • Assists in monitoring compliance with federal, state, and local mandates and guidelines related to special education program
  • Serve as case manager of Out of Division (OOD) students
  • Assist with the coordination of special education processes which may include:
    • Child Find processes
    • Notice and Consent for Evaluations/Re-evaluations
    • Formal classroom observation
    • Evaluation, Diagnosis, and Identification of strengths and weaknesses
    • IEP Development
    • Notice and Consent for Placement
  • Assists in the overall administration of the school; interpret and enforce school division policies and regulations
  • Develops and maintains positive collegial relationships with teachers and administrators
  • Performs other duties as assigned

Terms of Employment:
200 days per year. Additional days may be contracted for specific job assignments. Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on the evaluation of licensed personnel.
