Title: LEAD TRANSPORTATION OPERATIONS SPECIALIST

Primary Function:
Position is responsible for developing and maintaining computerized optimal bus routing solutions and schedules following established guidelines. Conducts computer simulations as required. Analyzes and gathers data for budget preparation for the Director of Transportation. Creates reports to be delivered to end users at schools and Transportation. Provides tabular and graphical information for rezoning and school zones.
Minimum Qualifications:
- Must possess Associate's degree, vocational technical degree, equivalent or a minimum of two years’ experience in the operation of computers.
- Must demonstrate expertise in the use of computers in a networked environment.
- Thorough knowledge of, or the ability to quickly and accurately learn, the geographic and topographic characteristics of York County.
- Must obtain a Commercial Driver’s License, Class B with P, S endorsements within 45 of initial employment.
- In-depth knowledge of safety requirements, the pertinent Federal, State and local laws, codes and regulations pertaining to school bus operations is required.
- Must be able to perform all the essential duties of the position with minimal supervision.
- Must have the ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
- Must have the ability to define problems, collect data, establish facts, and draw valid conclusions.
- Must possess technological proficiency using the Microsoft Office Suite with emphasis on Excel, Word, Access and PowerPoint.
- Ability to establish and maintain effective working relationship with others.
- Ability and initiative to stay abreast of new computer concepts.
Knowledge, Skills and Abilities:
- Knowledge of standard office practices.
- Basic computer skills including e-mail and word processing.
- Exhibits use of correct English grammar, spelling and punctuation.
- Sufficient strength, agility, dexterity, oral and written communication skills required to perform all performance responsibilities.
- Ability to establish and maintain effective working relationships with others.
- Ability to quickly learn procedures used to report information and maintain records.
- Must maintain certification as a DMV Third Party Examiner; issue Commercial Drivers Licenses to those who successfully complete all training requirements.
- Must be certified by the National Safety Council as First Aid and CPR instructors; plans, schedules and conducts first aid and CPR certification training.
Performance Responsibilities:
- Uses Routing Software to develop and maintain a computerized database of school bus routing and scheduling information. Updates and maintains a student database to generate schedules, stops, runs, and routes information.
- Reviews and revises regular and special education student bus routes and schedules. Maintains optimal efficiency of operation and use of buses and drivers.
- Provides routing lists, driver’s directions, and student rosters for schools, drivers, managers, and the public as required.
- Assists department officials in responding to parental concerns by providing information on bus stops, times and runs. Creates folders with data to be used by those designated to respond to parental requests for services that are not in accordance with existing School Board policy.
- Serve as a liaison to the schools, Information Technology staff and vendors.
- Handle technical problems related to the use of a transportation system.
- Design via computer realistic graphic streets and set bus stops to ensure safe and efficient transportation of students. Provide routing reports and general transportation management reports.
- Prepares reports regarding bus stops, location, load factor, and time and mileage.
- Assist in training bus drivers, secretaries and other personnel on various operations software packages and data input.
- Communicate with schools, parents, bus drivers, social services and other concerns for remedy of undeliverable children.
- Coordinates special transportation for programs such as Summer School, Special Education, Magnet, English Language Learners, McKinney-Vento, Every Student Succeeds, and other division wide programs.
- Coordinates audits of routes to ensure safety and efficiency as well as driver adherence to routes and contractual time requirements.
- Assist dispatch personnel in covering driver absences when needed.
- Prepares forms for student load counts, receives data from drivers and prepares a summary of results to be used in route planning.
- Develop and implement a system for recording contacts from parents and others that will ensure response within 24 business hours, and daily follow up until the contact is made.
- Develop and implement a system for obtaining the names of students affected by bus or bus stop changes so that schools are notified in a timely manner.
- Gathers and inputs information for the annual Virginia Department of Education transportation report.
- Demonstrates ability to work effectively with school officials, community groups, and other staff members Comply with administrative directives and school board policy.
- Demonstrate good work habits to include punctual and regular attendance, efficient use of time, submit reports accurately and punctually, and demonstrate self-control in interactions with others.
- Perform other duties as assigned by the Transportation Manager

Terms of Employment:
Twelve months a year. Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with school board policy and administrative regulations on evaluation of non-licensed personnel.
