Title: PERSONNEL SPECIALIST - LICENSURE, RECRUITING & RETENTION

Primary Function:
Under general supervision, performs specialized technical and administrative duties in the personnel section of the Human Resources Department regarding all aspects of Virginia Department of Education (VDOE) Licensure including evaluating transcripts/credentials to determine eligibility for licensure and eligibility for licensure renewal; serves as liaison with VDOE Licensure Division. This position is also responsible for assisting with developing, planning, monitoring, and ensuring the effective implementation of a broad range of employment activities to include recruiting, and retention.
Minimum Qualifications:
- Bachelor’s Degree in Education or Business Administration; three years’ experience in human resources field or education; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
Knowledge, Skills and Abilities:
- Thorough knowledge of computer software applications, including MS Office Suite.
- Strong analytical skills and excellent oral and written communications skills.
- Considerable knowledge of human resource professional management programs and current human resources laws and regulations.
- Ability to establish and maintain effective working relationships with employees in all YCSD departments.
- Ability to maintain records, to prepare reports, and to organize complex data.
- Ability to work independently on complicated projects, complete in a timely manner, and report results.
- Ability to compose effective and accurate correspondence.
- Ability to recognize a problem and assist in its resolution.
- Ability to work with limited supervision.
- Exercises initiative and independent judgment in the execution of duties.
- Exercises tact, courtesy and confidentiality in frequent contact with employees, vendors and representatives from outside agencies and organizations.
- Thorough knowledge of the Code of Virginia and the Virginia Department of Education licensure regulations, or the ability to quickly and accurately learn the regulations.
- Ability to interpret, explain and apply VDOE licensure regulations; ability to evaluate transcripts/credentials.
- Ability to maintain confidentiality of Human Resources information and personnel records.
- Ability to use word processing and database software; ability to sit or stand for extended periods in the performance of routine duties; ability to organize multiple tasks and develop procedures; ability to prepare and present training for individuals and groups.
Performance Responsibilities:
- Ensures school personnel are properly licensed and licenses renewed as required by VDOE; interprets VDOE licensure regulations; acts as liaison between employee and VDOE regarding licensure; acts as liaison between school division and VDOE regarding licensure.
- Initiates paperwork to process licensure requests (initial licenses, renewals, changes); reviews completed forms; forwards materials to VDOE for consideration.
- Maintain Licensure & Relicensure Webpage and relicensure database including review of all non-division professional development for license renewal consideration and VDOE statutory renewal requirements.
- Reviews applicant credentials for all licensed applicants to assist hiring managers with determination of applicant viability for VDOE and DHP licensure.
- Monitors licensure status of employees to ensure requirements are fulfilled in a timely manner.
- Ensures licensure and employment requirements of licensed staff as outlined in the Code of Virginia and the Department of Education.
- Counsels employees on requirements and procedures for VDOE licensure.
- Maintains electronic database for all licensed staff credentials, computerized license renewal database, and posts relicensure points; works cooperatively with programmer to update and enhance database.
- Assists with the development and implementation the school division’s recruitment and retention plan.
- Assists with implementing the division’s strategic plan related to recruitment and retention.
- Works cooperatively with instruction staff to provide a catalog of professional development activities and maintain relicensure points.
- Gathers data and prepares a variety of reports and documents; participates in job fairs and recruiting activities; provides licensure and evaluation training for new employees.
- Assign all college students fulfilling teacher and administrative preparation programs to recommended cooperating teachers.
- Complete stipend request form for cooperating teachers.
- National Board Certified Teacher liaison.
- Manages electronic employee evaluation database.
- Posts hard-to-fill licensed positions on external websites. Partner with colleges/universities, as well as other recruitment avenues (such as news media, print media, etc.) to assist with increasing applicant flow for hard-to-fill positions.
- Work collaboratively on employment recognition activities.
- Assists in developing and carrying out strategies to encourage retention with YCSD.
- Assists in succession planning tracking/coordination.
- Coordinate new and experienced teacher support and events.
- Assist in HR website development.
- All other duties assigned
Reports to:
Supervisor of Staffing & Retention
Terms of Employment:
Twelve months a year. Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of non-licensed personnel.
