Title: SUPERVISOR OF BENEFITS AND COMPENSATION

Primary Function:
Audits and evaluates School Division positions, including collecting and analyzing data for classification reviews and market studies, to maintain job descriptions and pay schedules; manages the daily operation of the benefit program, including administration of all insurance benefits and retirement plans; Supervises Benefits and Compensation staff members.
Minimum Qualifications:
- Bachelor's degree in Human Resources or a related field, and five years of experience in Human Resources field serving in a supervisory capacity, or any combination of training and experience which provides the required knowledge, skills, and abilities.
Knowledge, Skills and Abilities:
- Must possess a comprehensive knowledge of the principles, practices, and current issues involved with human resources administration.
- Must possess an extensive knowledge of state and federal regulations to include EEO, ADA, FLSA, and FMLA regulations.
- Must possess a demonstrated ability to plan, organize, and direct human resources activities.
- Must possess a demonstrated ability to develop training sessions and speak effectively before large/small groups.
- Must possess excellent supervisory, management, interpersonal, and communication skills.
- Must be computer literate and possess a working knowledge of personal computer applications to include Microsoft Office.
- Must possess a demonstrated ability to establish and maintain effective working relationships with school administrators, departmental staff, employees, and the public.
Performance Responsibilities:
- Administers formulation of the classification and pay plan; processes salary actions and advises department officials on compensation issues in order to ensure compliance with policy and identify and resolve discrepancies.
- Performs audits and evaluations of various School Division positions; interviews incumbents and supervisors; maintains documentation associated with new positions and reclassifications.
- Assists the Chief Human Resources Officer (CHRO) with collection and analyzing of data for classification reviews and market studies from a variety of sources; conducts telephone and written salary surveys; makes recommendations for classifications and salary adjustments, including the annual cycle salary review in conjunction with York County.
- Maintains an accurate and up-to-date database that includes all position titles, employee names, employment status, salaries, employee numbers, benefits information, and other relevant employee information.
- Implements mandated minimum wage increases.
- Ensures compliance with the Fair Labor Standards Act Exempt and Non-Exempt status.
- Creates, updates, verifies, and uploads pay tables into the division’s payroll programs and database.
- Maintains a database of division and individual employee records of compensation changes.
- Completes, or assists in completing, required State and/or Federal reports.
- Coordinates employment contracts and distribution as required.
- Coordinates the creation and modifications of job descriptions.
- Designs and develops salary surveys and responds to appropriate survey requests.
- Assists the CHRO in developing departmental goals, objectives, and plans.
- Assists the CHRO with conducting a continuing study of human resources policies, programs, and practices; and recommends new approaches and procedures to effect continual improvements in the efficiency of the department and services performed.
- Supervises, evaluates, and directs the work of assigned human resources staff.
- Remains abreast of current trends in compensation, benefits (to include COBRA and HIPAA administration), and retirement plans; researches and recommends new alternatives or modifications to pay practices and benefits.
- Maintains employee leave calendar.
- Exercises initiative and independent judgment in the execution of duties.
- Exercises tact, courtesy and confidentiality in frequent contact with employees, vendors and representatives from outside agencies and organizations.
- Assists with the preparation of material for inclusion in policy or SOP manual or other documents.
- Provides presentations at new employee orientation sessions and to the School Board on occasion.
- Prepares request-for-proposals and assists the Chief Human Resources Officer with negotiation of contracts.
- Performs other duties or special projects as assigned.
Reports to:
Chief Human Resources Officer
Terms of Employment:
Twelve months a year. Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of non-licensed personnel.
