Title: DIGITAL SERVICES & APPLICATIONS DEVELOPMENT MANAGER

Primary Function:
Manages the design, development and maintenance of internal and external division web properties including web architecture, design elements, coding techniques, and database integration. Plays a key role in ensuring web applications provide consistent user experiences with current, accurate, and engaging content. Codes, tests and debugs new features to ensure optimal functionality and integration of the division’s brand.
Minimum Qualifications:
- Bachelor's degree in web design and development, computer science, information technology or a related field including coursework in web applications programming, and three years of related experience with such programming tools as HTML, CSS, ASP, .NET; or any equivalent combination of education and experience that meets the job requirements.
Knowledge, Skills and Abilities:
- Proficient in Adobe Creative Suite such as Dreamweaver, Photoshop, Illustrator, and InDesign.
- Proficient in fundamental front-end and back-end programming languages and services such as HTML, HTML5, CSS, CSS3, cross-browser compatibility, JavaScript, jQuery, ASP, .NET, security principles, REST, and web user interface/user experience design (UI/UX).
- Advanced knowledge of Web Content Accessibility Guidelines (WCAG).
- Strong knowledge of SharePoint site development and configuration.
- Understanding of Search Engine Optimization (SEO).
- Experience with website analytics tools, such as Google Analytics.
- Experience with database technology such as SQL and Access, web servers such as SQL Server, and web user interface/user experience design (UI/UX).
- Familiarity with relational database systems, Object Oriented Programming and web application development using Microsoft Visual Studio.
- Proficient with content management systems.
- Advanced knowledge of Microsoft Office, especially Word, Excel and PowerPoint.
- Ability to create and/or manipulate graphics, photographs and images for publishing, posting to the web and for other public relations uses.
- Excellent oral and written communication including writing, proofing and editing.
- Good organizational, time management and problem-solving skills and the ability to manage multiple projects simultaneously while encountering frequent interruptions.
- Excellent interpersonal skills and ability to establish and maintain effective working relationships with school personnel and community members.
- Ability to read and follow complex oral and written directions.
- Ability to communicate with and teach non-technical users.
- Strong understanding of communications, marketing and customer service principles.
Performance Responsibilities:
- Lead the planning, developing, designing, testing, and implementation of custom programs and websites using standard programming languages in web-based applications and database management systems.
- Design and ensure functional, user-friendly and appealing division web properties (internet and intranet) using general web design software, HTML, CSS, ASP, and/or .NET.
- Collaborate with division leadership to design and build new websites, sections and pages to meet department and school-level communications needs.
- Provide expert assistance and necessary training to division and school staff to self-manage, maintain and publish content to websites using content management systems.
- Maintain division brand standards by presenting a consistent visual image on the web through the use of uniform fonts, formatting, icons, images, layout techniques and modularization including maintenance of HTML templates and image archives.
- Assure division web properties meet Web Content Accessibility Guidelines (WCAG) for individuals with disabilities including those utilizing adaptive technology; review content and provide assistance and training regarding web accessibility.
- Provides expert guidance to division and school staff regarding evolving web technologies and trends.
- Respond to and troubleshoot reported problems pertaining to the application performance and reliability. Identify the cause, design or develop an approach for resolution. Implement the correction to meet user specific needs as approved.
- Convert documents, graphics and other content from a variety of formats into a web-optimized format; assure web pages display properly and quickly on a variety of different browsers and computer hardware; create or alter graphics for web pages and applications.
- Implement, configure and troubleshoot third-party systems using web technology and/or SQL-based databases to meet division needs.
- Identifies useful site performance metrics and tools; collects, tracks, records, compiles, analyzes, and reports site usage data to provide expert assistance with building and maintaining data dashboards and other reporting tools related to the division’s Strategic Plan.
- Assists, and at times guides, crisis and incident communication efforts to ensure timely and accurate delivery of information related to school closings and emergencies.
- Responsible for training and supervising of a network of school-based public relations liaisons.
- Manage the school division’s social media presence, utilizing Facebook, Twitter, Instagram, and other platforms to advance the division’s mission and communicate with the community.
- Provide support and training (one-on-one or group) to appropriate staff as needed.
- Provide programming and analysis support to the business and instructional areas.
- Research and recommend purchase of new technologies and equipment; develop request for proposals from vendors.
- Liaise with IT Department to ensure inter-departmental alignment, efficiency and accessibility.

Reports to:

Terms of Employment:
Twelve months a year. Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of non-licensed personnel.
