Title:   SUMMER YOUTH PROGRAM COORDINATOR

Position Type: Non-Exempt

Primary Function:

Position is responsible for working with the Peninsula Council for Workforce Development (PCWD) as it pertains to the Summer Youth In School Program in York County and Poquoson. The primary goal is to place youth trainees, ages 14-24 years old, so that the trainee will: (1) receive a financial incentive, (2) develop work readiness skills, (3) learn about the world of work, (4) develop effective work habits and behaviors and (5) receive tutoring support as needed.

Minimum Qualifications:

  • Bachelor's degree in public relations, human resources development, public policy or business administration preferred.
  • Work Experience in the public sector preferred.
  • Knowledge of the state and federal workforce development system.
  • Experience providing technical assistance and education to businesses.
  • Experience working with school systems and youth organizations.
  • Demonstrated ability to work effectively with community partners.
  • Excellent interpersonal, organizational, customer service and communication skills.
  • Ability to type accurately and at a reasonable rate of speed; proficiency with Microsoft Office.
  • Thorough knowledge of standard office practices, procedures, and equipment.
  • Must possess the ability to establish and maintain effective working relationships with other employees in a team environment and with the general public.
  • Ability to understand and follow oral and written instructions.
  • Ability to work independently with minimum supervision performing a variety of complex and routine tasks.
Performance Responsibilities:
  • Works under general guidance of the Summer Youth In School Program, as administered locally by PCWD.
  • Coordinates all aspects of this grant program for York County and Poquoson.
  • Develops plans and implements processes and procedures for recruiting eligible youth and participating employers.
  • Coordinates with PCWD, School Division, York County departments, including Budgeting and Fiscal Services, Human Resources, Community Services and York-Poquoson Social Services, and youth employment coordinators in adjoining jurisdictions to achieve a successful program.
  • Implements a framework for outreach and recruitment of eligible youth.
  • Solicits and prepares youth applications for eligibility determination and forwards them to New Horizons Regional Education Center.
  • Works closely with and provides assistance to youth and worksite supervisors in meeting the goals of the program, to include matching eligible youth with worksite assignments.
  • Maintains records on youth, as well as other documentation required by the grant.
  • Tracks program expenses and submits reimbursement vouchers.
  • Provides direct guidance to subordinates regarding responsibilities and activities required for this program.
  • Maintains confidentiality as required.
  • Models nondiscriminatory practices in all activities.
  • Performs other duties as assigned.

Terms of Employment:
Hourly assigned as determined by Supervisor. Payment in accordance with YCSD Pay Plan.
