Title: GRANT ACCOUNTING COORDINATOR

Primary Function:
Performs highly technical accounting work in relations to grants awarded to the instructional department. Serves as liaison between Student Services and Finance in grant budget development, financial reporting and management of local, state and federal funds related to special education activities.
Minimum Qualifications:
- High school diploma or equivalent, preferably supplemented by college level credits in accounting and business administration; three to four years of experience in governmental and grant accounting; or any equivalent combination of training and experience which provides the required knowledge, abilities, and skills listed below.
Knowledge, Skills and Abilities:
- Considerable knowledge of federal and state grant principles and practices.
- Considerable knowledge of Special Education and Medicaid principles and practices.
- Knowledge of accounting principles and practices, and modern office practices and procedures.
- Knowledge of the application of data automation to account systems, spreadsheets, and processes.
- Skill in operating a variety of office equipment.
- Ability to provide a high degree of accuracy and attention to detail.
- Ability to analyze, examine, and verify financial documents and practices.
- Ability to prepare a variety of financial statements, reports, and analyses, and to communicate effectively orally and in writing.
- Ability to complete federal and state reports accurately and on-time.
- Ability to establish and maintain effective working relationships with co-workers, county and state officials, and auditors.
- Ability to work independently on assignments and under general supervision.
Performance Responsibilities:
- Coordinates and prepares the Operating Budget and/or budget portion of grant applications with the assistance of Student Services.
- Establishes administrative structure (i.e. set up spreadsheets, files, and fiscal reporting calendar).
- Coordinates with Department of Medical Assistance Services and school staff on Medicaid billing, Annual Cost Reconciliation Report and Billing Compliance.
- Tracks and monitors all student activity and related expenditures and revenue associated with the New Horizons Regional Education Center and Children’s Services Act (CSA) program.
- Prepares the special education portion of the Department of Education’s annual school report.
- Monitors the Maintenance of Effort (MOE) and Proportionate Share Set-Aside compliance with the VIB grant.
- Assists the Director of Student Services and CFO with preparing the Special Education Annual Plan.
- Prepares contracts, purchase requisitions, and requests for payment.
- Provides support to department administrators to ensure expenditures are in compliance with grant guidelines.
- Tracks grant and operating budget expenditures in detail.
- Reconciles Operation Budget and/or grant budget expenditures.
- Identifies discrepancies and initiates correction procedures.
- Analyzes and reconciles monthly trial balance.
- Prepares grant reimbursements, budget amendments, and carryover requests for submission to appropriate governmental unit in compliance with guidelines established in each grant award.
- Maintains mandatory hard copy files for grants.
- Submits fiscal year-end Special Education accrual figures to accounts receivable for correct summarization of revenue.
- Coordinates with county, state and federal auditors.
- Prepares accounting reports and maintains a variety of records.
- Prepares and verifies financial reports in coordination with county financial and management services, as well as regional grant administrators.
- Prepares regular and special financial and statistical reports for Administrative and Board review and use.
- Performs other duties as assigned.
Reports to:
Grant Accounting Analyst
Terms of Employment:
Twelve months a year. Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of non-licensed personnel.
