Title: TRANSPORTATION STAFFING SPECIALIST

Primary Function:
Position is responsible for training commercial drivers in all aspects of pupil transportation, and Class B truck operations; performs the duties of a permanent substitute school bus driver as needed; performs safety and training audits as well as observations in the field.
Minimum Qualifications:
- High school diploma or equivalent; minimum 3 years’ experience operating a school bus; or any equivalent combination of training and experience which would provide the acceptable knowledge, abilities and skills, as evidenced in the following performance responsibilities.
- Holds a valid commercial driver’s license with a good driving record; possesses a valid driver trainer certificate issued by the Virginia Department of Education.
Knowledge, Skills and Abilities:
- Knowledge of standard office practices.
- Basic computer skills including e-mail and word processing.
- Exhibits use of correct English grammar, spelling and punctuation.
- Sufficient strength, agility, dexterity, oral and written communication skills required to perform all performance responsibilities.
- Ability to establish and maintain effective working relationships with others.
- Ability to quickly learn procedures used to report information and maintain records.
- Must maintain certification as a DMV Third Party Examiner; issue Commercial Drivers Licenses to those who successfully complete all training requirements.
- Must be certified by the National Safety Council as First Aid and CPR instructors; plans, schedules and conducts first aid and CPR certification training.
Performance Responsibilities:
- Plans and presents transportation in-service training. Conducts training for bus drivers, bus assistants, van drivers, and crossing guards in accordance with the Virginia School Bus Training Curriculum Guides and York County School Division’s designated transportation training curriculum including evening classes as required.
- Meets and maintains all requirements for driving a school bus; drives a school bus on a substitute basis as needed.
- Obeys all traffic laws, safety regulations and transportation practices as outlined in the CDL manual, Bus Driver Handbook, School Board Policy and local ordinances.
- Develops and coordinates the Division’s recruiting efforts to meet transportation department staffing needs.
- Conducts bus driver, bus assistants, van drivers, and crossing guard pre-employment interviews in collaboration with Area Supervisors.
- Trains bus drivers in defensive driving and ensures training requirements are kept up-to-date.
- Assists with recertification training for senior drivers.
- Plans and coordinates bi-annual Transportation Academy and annual school bus ROAD-E-O.
- When directed by Supervisor, performs on-board evaluation of bus driver’s bus driving skills or bus assistant’s skills and provides written report to supervisor in a timely manner.
- When directed, investigates school bus accidents to determine cause and identifies possible solutions to prevent reoccurrence. Utilizes this information to identify training deficiencies and needs for future training classes.
- Prepares, submits and maintains reports pertaining to accidents in a timely manner.
- Reports accidents to Supervisor and Virginia Department of Education when required. Conducts follow-up calls to resolve claim disputes in a timely manner.
- Provides re-training for bus drivers following an accident, unsafe driving incident, medical condition which could affect safe operation of a school bus, break in service more than 90 days, or at the direction of Supervisor.
- Facilitates background checks, Doctor’s physical and job training requirements with applicants. Ensures documentation is submitted to Human Resources as required.
- Assists special education bus drivers in developing bus evacuation plans and conducts training programs for special needs bus drivers and assistants to ensure safe operation of lifts, wheelchairs and other security devices required to transport special needs students.
- Coordinates the holding of safety drills in the fall and spring on all Division school buses and compiles state reporting information of these drills.
- Audits school bus emergency evacuations at the school site; audits bus routes for safety, efficiency and driver compliance.
- Meets with area supervisors on regular basis to discuss transportation training issues and prepares safe driving awards and certificates to support the Division’s safe driving program.
- Plans and co-ordinates the Annual Safety Awards Program.
- Performs other duties as assigned.

Terms of Employment:
Twelve months a year. Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with school board policy and administrative regulations on evaluation of non-licensed personnel.
