Title: UNIFIED COMMUNICATIONS ADMINISTRATOR

Primary Function:
Responsible for assessing, configuring, implementing, supporting, troubleshooting and assisting with the design of VoIP systems, integrated intercom/clock/bell systems, CATV, data circuits and wireless communications (cell phones and radios) for the division. Also responsible for managing and maintaining the communications infrastructure and its associated software including conferencing systems. Helps oversee and design, configure, and deploy all data circuits, CATV, and communication needs for the division. This position also administers network, server, and VoIP systems, provides 2nd tier technical support, and guidance to users in the use of communication systems. Coordinates all aspects of telephone moves, adds, and changes with department staff, as well as with service providers and cable contractors when necessary. Reconciles annual contracts, monthly bills, and maintains a database of installed facilities and services. Work is performed under minimal supervision.
Minimum Qualifications:
- Associate’s degree in a relevant technical field and 3-5 years experience, or any equivalent combination of education and experience in the communications field which would provide the acceptable knowledge, abilities and skills, as evidenced in the following performance responsibilities:
- Knowledge or demonstrated ability to comprehend the billing system used by local service providers including a thorough understanding of online billing systems.
- Ability to design, in conjunction with vendor and network staff, a building-wide communications system and then to provide oversight of the vendors’ implementation of the system.
- Ability to work with databases to extract information, compose queries, and produce reports from such tools as Microsoft Access and all applicable online billing systems from communication providers.
- Thorough knowledge of E-Rate procedures.
- Thorough knowledge of communications software and hardware.
- Thorough knowledge of the principles, applications, and protocols of voice communications.
- General knowledge of systems analysis and designs for applicable communications systems.
- Ability to train others in new systems.
- Ability to operate independently and without constant supervision, as well as in a team environment required.
- Experience in dealing directly with customers required.
- Ability to communicate effectively both orally and in writing required.
- Ability to establish and maintain effective, professional, working relationships with IT administration, employees and other departments required.
- Ability to prepare technical reports, manuals and documentation required.

- Ability to stay abreast of and analyze advancements and trends in the communications field and to make recommendations for changes and improvements to systems and/or programs when advisable required.

- Visual acuity and perception required for operating a motor vehicle and working with telecommunication systems.

Performance Responsibilities:
- Analyze service records and monthly bills. Ensure that all services are billed correctly. Coordinate corrections with service providers. Identify cost-saving measures and make recommendations to management.
- Prepares E-Rate documents, ensures documents are filed on time, performs quarterly reconciliation, and maintains projected balances of funds.
- Responds to emergency work requests; troubleshoots supported system failures and errors; diagnoses, isolates, and resolves complex system problems ensuring timely results and minimal disruption of operations.
- Design services for all new installations for the communication systems and issue/coordinate work orders to service providers. Coordinate all new service implementations, upgrades and enhancements with service providers.
- Analyze the communication requirements of departments as they relate to daily operations and as needed to perform specific jobs to determine the most cost-effective solution.
- Monitor all components in a network of complex communications systems including analog, PRI, voice mail, data circuits, and conferencing systems.
- Respond to trouble reports from customers. Determine appropriate corrective action (i.e., provide in-house support, report to service provider to be addressed by service technician, or dispatch cable contractor).
- Develop long-range goals and objectives as they relate to trends and issues of the communications industry; develop goals and objectives for communications as they relate to the Division’s goals and objectives.
- Coordinate implementation of various contracts such as multi-year contracts for data/communications services, the maintenance and service of equipment, long-distance service and consulting services. Monitor performance of maintenance vendors to ensure adherence to contractual requirements.
- Coordinate and implement communication equipment moves, adds and changes. Meet with Division employees to plan moves, prepare floor plans and orders for service providers.
- Provide employee training.
- Maintain database to document all installed facilities and services and reconcile that information with monthly billing. Maintain an up-to-date employee directory from the database.
- Coordinate and/or participate in special projects.
- Perform market research and analysis of communications vendors to determine current market offerings, vendor credibility, competitiveness and competence.
- Update work order data base and provide timely status reports.
- Monitor annual operating budget for communications.
- Distribute communication equipment and accessories to employees as needed.
- Maintain inventory of surplus communications equipment (i.e., phones, handset cords, modular cords, switches, radios, etc.).
- Effectively communicate user errors and explain steps to avoid similar problems in the future.
- Perform other duties as assigned

Terms of Employment:
Twelve months a year. Salary according to School Board Pay Plan.
Evaluation:
Performance of this job will be evaluated in accordance with school board policy and administrative regulations on evaluation of non-licensed personnel.
