Title: PERSONNEL SPECIALIST - STAFFING

Primary Function:
Under general supervision, performs specialized technical and administrative duties in the personnel section of the Human Resources Department; assists departmental personnel with job search; offers employment to selected applicant after reviewing documentation to verify qualifications; arranges and/or conducts new employee processing; assists and responds to inquiries from employees and applicants; prepares Personnel Actions and contracts; maintains personnel files.
Minimum Qualifications:
- High school diploma or equivalent, supplemented by coursework in human resources management; three years’ experience in human resources field; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
- General knowledge of federal and state employment laws.
- General knowledge of accepted recruiting and employment practices.
- Thorough knowledge of modern office practices and procedures.
- Strong interpersonal and communication skills.
- Ability to use word processing, spreadsheet, and database software.
- Ability to sit or stand for extended periods in the performance of routine duties.
- Ability to collect, analyze, synthesize and evaluate complex information in order to produce reports and make judgements and decisions.
- Ability to prepare correspondence, narrative and statistical reports, forms, surveys, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style.
- Ability to maintain confidentiality of Human Resources information and personnel records.
Performance Responsibilities:
- Prepares announcements and advertisements for vacant positions.
- Assist with the development and implementation of the school division’s recruitment and retention plan.
- Assist with the alignment of the staffing office to the division’s strategic plan.
- Manages information systems related to staffing.
- Assists departmental personnel with job search and conducts pre-employment screening, including verification of qualifications for selected applicants.
- Processes applications in applicant tracking program.
- Work collaboratively on employment recognition activities.
- Contacts selected applicant and offers employment and determines salary scale placement for new-hires using established procedures.
- Arranges and/or conducts new employee processing, including fingerprinting, background checks, and licensing.
- Assists with completion of employee badges to include photographs and distribution.
- Assists with collection of new hire paperwork to include paper documentation being converted to electronic files.
- Prepares a variety of letters including offer letters, promotions, separation and retirement letters.
- Prepares and distributes contracts and/or personnel actions.
- Processes timely payroll data for full, part-time, temporary, and substitute employees.
- Implements pay changes such as promotions, reclassifications, and temporary salary increases.
- Processes employee separations and prepares personnel actions for presentation to the School Board.
- Determines identifiers to be entered in Kronos Workforce and Timekeeper for newly hired employees.
- Gathers and maintains data for a variety of reports and documents including position status reports, supplement distributions, EEOC, drug testing eligibility, and personnel management documents.
- Establishes and maintains personnel records and performs duties necessary to ensure maintenance of any employee licensure required by federal, state and/or local code.
- Assists employees and applicants by efficiently and correctly responding to inquiries; refers employees to other personnel as required.
- Assist with the coordination of job fairs and recruiting activities.
- Performs other duties as assigned.
Reports to:
Supervisor of Staffing & Retention
Terms of Employment:
Twelve months a year. Salary according to the School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with school board policy and administrative regulations on evaluation of non-licensed personnel.
