Title: MANAGER OF VEHICLE MAINTENANCE

Primary Function:
Position is responsible for supervising the maintenance parts and repair operation of the school division’s bus fleet and other vehicles so that the fleet will be kept in a state of operating excellence so that vehicles present no problems or interruptions to the educational program. Fleet operations and repairs shall meet and be in compliance with federal, state and local laws and regulations and policies.
Minimum Qualifications:
- Professional attitude and good communication skills.
- High school diploma or equivalent.
- Supervisory experience in vehicle maintenance.
- Five years’ experience in troubleshooting and repairs of autos, light and heavy duty trucks, and buses.
- Should possess formal training in the operation of gas and diesel engine repairs as well as repairs to various components such as transmissions, brake systems, drive train components, electrical components, and wiring. Applicable ASE certifications preferred.
- Ability to diagnose problems using computerized automotive systems.
- Must possess a valid Virginia state inspection license and a valid Virginia Commercial Driver’s License (CDL) or obtain both within six months of employment.
- Must have knowledge of “Regulations Governing Pupil Transportation”, (including Minimum Standards for School Buses in Virginia).
- Must be familiar with repair parts procurement, inventory control procedures.
Performance Responsibilities:
- Directs the daily operations of the automotive maintenance shop in the overhaul and repair of the division’s automotive equipment.
- Coordinates automotive maintenance services and makes maintenance decisions concerning all motor vehicles in the division’s fleet.
- Schedules mechanics and staff, assigns work, and supervises staff at the division’s garage site.
- Inspects the work of automotive mechanics and evaluates mechanic and helper performance through personal quality control checks.
- Promotes high standards of safety and good housekeeping methods in the operation of the automotive maintenance shop.
- Identifies training requirements for automotive mechanics, prepares, and conducts appropriate in-service training.
- Develops and implements an efficient and effective system for state inspections, routine automotive and preventive maintenance services for all school buses and division vehicles in accordance with state guidelines.
- Determines subcontracting requirements. Maintains a quick fix capability. Recommends; implements; and evaluates new automotive products and maintenance procedures.
- Prepares, maintains and monitors an annual garage budget.
- Audits work orders and maintains both electronic and hard copy records on automotive maintenance and operation expenses to evaluate operating costs.
- Oversees an inventory control system, maintains accountability for parts and equipment, and the requisitioning of parts and supplies, including waste management.
- Assists the Director of Transportation in preparing specifications for the purchase of new and replacement equipment.
- Monitors warranties to ensure that parts and equipment under warranty are serviced as required.
- Prepares automotive maintenance reports as assigned.
- Supports department initiatives such as the job fair, recognition celebration and maintaining mechanic on call program.
- Assists with preparing annual state report.
- Models nondiscriminatory practices in all activities.
- Maintain Virginia State Police mandated vehicle inspection supplies and records and submit required reports.
- Enforce cleanliness of all garage areas.
- Ensure all school division and OSHA safety regulations and practices are adhered to at all times.
- Respond to after- hour’s emergencies including building issues and vehicle breakdowns.
- Reconcile all billing using Munis.
- Coordinate and set up all special events and department functions.
- Rectify all GPS, Camera, and Radio issues.
- Serve as a member of the YCSD Road Assessment Team and share safety recommendations.
- Collect and file all school bus pre-trip cards monthly.
- Utilize unique strategies to create cost savings for the transportation department.
- Serve as the transportation department security liaison.
- Keep up to date with industry trends.
- Attend Region II Vehicle Maintenance Managers meetings.
- Respond to and investigates school bus and vehicle accidents
- Participate in forums regarding fuel, gas, and electric buses.
- Ensure compliance with installation of booster seats and safety restraints for student’s IEP.
- Retrieve video hard drives from buses to support Area Supervisors
- Support direct reports by promoting ASE certification renewals and obtaining additional skills
- Perform other duties as assigned by Director of Transportation.

- Can climb a ladder and lift up to 60 pounds from the ground and 35 pounds above the head.

- Exhibits the manual dexterity and mental alertness needed to operate tool and/or other equipment
In the event of severe weather conditions or emergency situations, the School Division may suspend normal operations and/or cancel classes. If this occurs, all employees deemed essential must remain at or report to their work as soon as conditions reasonably permit. The designation of essential depends on an employee’s duties as well as the circumstances for suspension of normal operations.

Terms of Employment:
Twelve months per year. Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of non-licensed personnel.
