MANAGER OF ENTERPRISE SYSTEMS & LOGISTICS OPERATIONS
Primary Function
Manages the daily operation, security, and maintenance of the division's enterprise systems infrastructure, firewalls and content filtering, logistics/warehouse operations, servers, storage, telecommunications infrastructure, and help desk support function including supervisory and management work. Ensures faculty, staff, students, and parents have secure access to networked resources such as files, databases, and programs. Monitors incoming work orders and balances workload among assigned staff. Trains staff on procedures for support. Performs administrative and supervisory work such as approving leave and time records, performing performance evaluations, counseling employees, providing budgetary cost estimates for equipment/projects, preparing reports, and preparing administrative records. Develops and ensures compliance of network/infrastructure procedures and industry standards. Work is performed under minimal supervision by the Director of IT.
Minimum Qualifications
- Any combination of education and experience equivalent to a Bachelor's degree in computer science, information systems, business, or a related field, recognized information technology industry certifications related to network hardware/administration, server hardware/administration, cybersecurity or information security, 5 to 7 years practical experience to include supervisory experience, experience in network design, network administration, and 2-3 years in managing a network with 1000 or more users; or any equivalent combination of training and experience which would provide the acceptable knowledge, abilities and skills, as evidenced in the following performance responsibilities:
- Experience in major network and infrastructure design, implementation, and operations management activities with five or more years of intense experience as a network or security manager.
- Experience in designing and constructing robust enterprise-level solutions.
- Experience in managing information technology staff supporting enterprise-wide network services and infrastructure.
- Broad technical skills across multiple technology platforms.
- Experience in managing the evaluation, selection, procurement, installation and utilization of purchased network and infrastructure equipment, preferably with experience in writing bids and RFPs.
Knowledge, Skills and Abilities
- Thorough knowledge of modern management principles and practices.
- Ability to perform quality control and to counsel, supervise, and train assigned staff effectively and objectively.
- Ability to manage a wide area network and all associated infrastructure.
- Comprehensive knowledge of Microsoft Exchange and Office 365.
- Comprehensive knowledge of routers, switches, load balancers and firewalls, preferably demonstrated with industry recognized certifications.
- Experience dealing directly with faculty, staff, students, parents, and the public.
- Ability to establish and maintain effective, professional, working relationships with IT administration, employees, other departments, and customers.
- Ability to communicate effectively both orally and in writing.
- Ability to prepare technical reports, memorandums, and documentation from raw data.
- Ability to develop and follow complex oral and written instructions.
- Ability to stay abreast of and analyze advancements and trends in the microcomputer network industry and to make recommendations for changes and improvements to network systems when advisable.
- Visual acuity and perception required for operating a motor vehicle and working with computer hardware and software.
- Valid Virginia driver’s license and insurability.
Performance Responsibilities
- Manages a team responsible for various functions assigned to the IT department including but not limited to logistics/warehouse operations, and enterprise systems support.
- Oversees Information Technology’s responsibilities to complete projects by coordinating resources and timetables with user departments and other Information Technology Managers.
- Manages relationships with multiple vendors. Maintains organization’s effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies.
- Verifies application results by conducting system audits of technologies implemented.
- Preserves assets by implementing disaster recovery and back-up procedures and information security and control structures.
- Recommends information technology strategies, policies, and procedures by evaluating organization outcomes, identifying problems, evaluating trends, anticipating requirements.
- Accomplishes financial objectives by forecasting requirements, scheduling expenditures, analyzing variances, and initiating corrective action
- Maintains a renewal and upgrade schedule for division’s software programs and hardware solutions.
- Serves as a support resource to staff as needed
- Follows up on work orders for quality control and to ensure customers’ expectations are met
- Anticipates and provides guidance to division/department heads on future computer needs.
- Researches and analyzes current and evolving communications capabilities and network architectures to provide information for long and short-term planning.
- Manages and administers assigned equipment and infrastructure including capacity/feasibility planning, new installations, upgrades, configuration, feature functionality testing, maintenance, troubleshooting, back-up systems, security procedures/protocols, operating procedures and guidelines, and user connectivity.
- Coordinates and performs project planning and project management responsibilities which may include establishing priorities, specifications and approaches, organizing, staffing and scheduling, working with others to complete the project, and monitoring progress.
- Regularly confers with database programmers, analysts, systems administrators, other departments and users regarding current and prospective systems changes and future needs.
- Directs efforts of others who are involved in diagnosing and correcting network failures and performing network management activities; determines logical solutions to complex system administration and application problems.
- Provides guidance to the network staff who monitors network security systems for proper operation.
- Adjusts countermeasures on firewalls and intrusion detection systems, delegates repair work orders to assigned employees.
- Monitors wide area network bandwidth utilization to determine reconfiguration of resources, or the need for additional services; checks for unwanted activity, and takes appropriate actions.
- Provides guidance to the staff tasked with Active Directory Administration, LAN/WAN Administration, and maintaining the security and integrity of division databases, records, and files stored electronically.
- Provides guidance to assigned staff on anti-virus and anti-spam protection, system software updates, and service pack installation on all servers and network/infrastructure equipment.
- Serves as the lead on exchange mail and email archive systems.
- Coordinates networking efforts with other agencies and organizations via wide area networks (WANs) and the Internet as assigned.
- Collaborates with the Director of IT on long-range planning.
- Provides guidance to assigned staff to ensure security levels and corresponding access lists are implemented correctly.
- Provides guidance to assigned staff on maintaining various networked and server-based applications as assigned.
- Analyzes needs, recommends division standards for hardware and software, provides feasibility and cost analysis of technology needs.
- Assists with the diagnoses of network problems and initiates repair.
- Works with vendors to resolve technical questions.
- Monitors in-house stock of spare parts and prepares purchase requisitions for new and replacement equipment.
- Ensures deliveries of equipment meets specifications as ordered.
- Tests and evaluates new software and hardware and assures all installations are in accordance with manufacturer's specifications.
- Supervises installation of networked servers and associated networked peripheral equipment ensuring proper set-up.
- Supervises installations of operating system and application software and associated upgrades.
- Effectively communicates user errors and explains steps to avoid similar problems in the future. Provides demonstrations and hands-on training on computer-related topics for students, faculty and administrative staff.
- Provides telephone support for user’s questions.
- Provides guidance to assigned staff on performing preventive maintenance as needed, advises and trains on-site personnel in proper maintenance procedures.
- Assists in planning for both new and replacement equipment and software purchases.
- Performs other duties as assigned.

Terms of Employment:
Twelve months a year. Salary according to School Board Pay Plan.
Evaluation:
Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of non-licensed personnel.
