FY27 Proposed Operating Budget

Interim Superintendent Dr. Jim Carroll presented the Proposed Fiscal Year (FY) 2027 Budget during the School Board Work Session held on Monday, February 9. The estimate of needs, totaling $205.9 million for the 2026-27 school year, reflects modest growth over the current year. The increased investment is primarily driven by former Governor Youngkin’s proposed budget which provides a $6.3 million increase in state funding.

The most significant investment, $4.4 million, aligns with the division’s priority to attract and retain highly skilled, compassionate, diverse, and committed team members by providing a competitive compensation package. Dr. Carroll has proposed an average 3.25% salary increase for all eligible employees, with additional increases for para-educators, bus assistants and custodians.

The second most significant impact on the proposed budget is a $2.3 million increase in the school division’s share of health insurance. This projected increase reflects a nationwide trend of rising health care costs. In response, Dr. Carroll has directed staff to work with our health care consultants to pursue strategies that reduce costs for both the division and employees.

The School Board will hold a public hearing on the Proposed FY27 Operating Budget during the February monthly meeting, beginning at 7 p.m., February 23, at York Hall, 301 Main Street, Yorktown.
