York County School Board Appoints Interim Superintendent

YORKTOWN, VA - The York County School Board and Superintendent Dr. Victor Shandor have reached an agreement regarding his retirement date, which will be effective December 31, 2025. Dr. Shandor will also step back from day-to-day responsibilities on September 30, 2025.

To that end, the Board has unanimously appointed Dr. James Carroll as interim superintendent, effective October 1. Dr. Carroll has served the York County School Division since 2014 in key leadership roles, including Chief Human Resources Officer and, most recently, Chief Operations Officer. Dr. Shandor will serve as an advisor to Dr. Carroll through December 31, ensuring continuity and support during this interim period. This timeline reflects a shared commitment to the continuing success of our school division.

"Dr. Carroll’s deep knowledge of our division and his proven leadership make him the right choice to guide YCSD during this important time," said Board Chair Kim Goodwin. "We are confident in his ability to lead with integrity and continuity."

The Board has retained the Virginia School Boards Association (VSBA) to conduct a nationwide search for the next permanent superintendent. Additional details and opportunities for public involvement will be announced in the coming weeks.
