Impact Aid Forms

The division's annual operating budget is funded through three primary sources: local, state and federal funding. A significant amount of federal funding comes through the Impact Aid grant program. To qualify for Impact Aid funding, YCSD must collect information regarding the number of federally connected children enrolled in our schools. With your help, YCSD can secure the maximum allowable Federal funds.

Thank you to all the families who have completed the annual Impact Aid forms for their children. As of today, we have received more than half of the forms we need to reach 100% completion. All survey forms are treated as confidential information and will be used for no other purpose. The electronic survey is now available on SchoolCash Online, the division’s online form and payment system. We ask you to support YCSD students by using the link below to complete the survey as soon as possible, even if you do not believe your child is federally connected.

Cell Phone Policy Update

In response to the Governor's Executive Order #33, the division has set up a Stakeholder Committee to examine the Order and its guidelines. Their task is to present a recommended policy to the School Board during their work session on November 18. Along with the committee's review, they have sent out a survey to all families to gather feedback on parts of the guidelines that schools can locally decide on or might cause issues with full implementation. Staff members have also held focus groups with bus drivers, teachers, and students. A finalized and Board-approved policy is expected on November 25. After that, staff will work on the details of how to put it into action, which will be shared with all staff and families in December, ahead of the start date on January 6.

Blue Ribbon School

The U.S. Department of Education named Bethel Manor Elementary School a 2024 National Blue Ribbon School award earlier this school year and will officially present the award to school leaders at a special ceremony in early November. The National Blue Ribbon Schools Program recognizes public and private elementary, middle and high schools for their overall excellence and progress toward closing achievement gaps.

"Being named a National Blue Ribbon School is an outstanding achievement, and to earn this distinction as a Title I school with nearly a 100% military-connected student population who typically attend multiple schools before completing elementary school, is even more impressive," said Dr. Victor D. Shandor, division superintendent. "Bethel Manor educators consistently demonstrate our commitment to providing intentional, student-centered learning opportunities which support every student's success."

Bethel Manor joins Tabb Elementary (2022) and Grafton Bethel Elementary (2010) as the third school in the division to receive this prestigious recognition.

Family Life Education Session

The division will host a Community Family Life Education informational session to provide an overview of the YCSD Family Life Education (FLE) program and supporting resources. This meeting is open to York County community members interested in learning more about the Virginia Family Life Education Standards of Learning and the division's program objectives.
