YCSD Leadership Team Announcement

The Gloucester County School Board has named Tony Vladu, Ed.D., York County School Division’s chief human resources officer (CHRO), as the new superintendent of Gloucester County Public Schools, beginning August 1.

Dr. Vladu served YCSD as an assistant principal at York High for four years prior to being named a principal in Newport News Public Schools. He returned to YCSD in 2015 as the director of secondary instruction before being named the CHRO in 2019. During his tenure leading the Human Resources department, the division has been recognized as one of the best places to teach in Virginia. Dr. Vladu led the adoption of a new comprehensive HR management system to improve the division’s recruitment and retention practices. He established multiple processes to support teaching vacancies, including improving substitute pay, substitute fill rates, and a plan to allow retirees to contribute to classroom staffing needs after retirement.

Dr. Vladu also has a proven track record of strengthening the academic experience for all students with an emphasis on rigorous instruction and professional learning communities. Under his leadership, the division experienced improvements across multiple student subgroups, including increases in on-time graduation rates among disadvantaged students and students with disabilities, as well as increased English performance among middle school students with disabilities.

“The Gloucester school board has selected an outstanding leader for their schools,” said Dr. Victor Shandor, YCSD superintendent. “Tony’s contributions to our work here in York County have helped create working and learning conditions which allow our students and teachers to excel. We will miss Tony but know his student-centered leadership will continue to benefit students in our region.”

Dr. Vladu earned his master’s and doctorate degrees in Educational, Policy, Planning and Leadership from the College of William and Mary. He also holds a Master of Arts in Teaching (MAT) degree from Binghamton University.

The superintendent has appointed David Reitz, Ed.D., as York County School Division’s new Chief Human Resources Officer, effective August 1. Dr. Reitz is a veteran educational administrator who has served the York County School Division in multiple leadership roles since joining the division in 2016. Those roles include principal, director of elementary instruction, and, most recently, director of leadership and accountability.

As the director of leadership and accountability, Dr. Reitz provided executive level coaching to division administrators, principals and assistant principals. He has mentored dozens of aspiring leaders through the division’s L.E.A.D. program, a cohort program offering professional development and mentoring support through hands-on learning experiences. Prior to joining YCSD, Dr. Reitz led an elementary school to full state accreditation with a focus on student academic support as well as creating a culture of accountability for highly effective teaching.

“As a member of the division’s executive leadership team, Dr. Reitz has forged strong working relationships with our division-level and building leaders,” Dr. Shandor shared. “His experiences working closely with our Human Resources team and legal counsel in supporting and addressing a variety of matters made him the ideal candidate for this role.”

Dr. Reitz graduated from University of Pittsburgh with a bachelor’s degree in teaching. He went on to earn his master’s degree from Old Dominion University and a doctorate from Virginia Tech.
