Mr. Medford called the Regular meeting to order at 7:30 p.m.   

 

PLEDGE OF ALLEGIANCE

Kenya Raine Coleman, a 3rd grade student at Magruder Elementary School led the Board in the Pledge of Allegiance.

 

RECOGNITIONS AND AWARDS:

Seniors of the Month: BHS – Andrew Shartzer; GHS – Samantha Ford; THS – Kristine G. Bender, YHS – Banu Myneni.     

Student Service Awards: GBES – Meagan Schrock;  BHS – David Horres.    

Community Volunteer of the Month: CES – Mrs. Nancy Lazarus; GBES – Mrs. Ramona Stotler; BHS – Mrs. Elaine Beckman.  

“Read Across America” – Dr. Steven R. Staples, Superintendent recognized staff for their outstanding service to “Read Across America” by reinforcing reading. Mrs. Carol Bauer, YEA President joined Board Chairman, Mark Medford and presented a certificate and a picture to all schools that met the challenge of “Read Across America”.  The following schools received a certificate and a picture: Bethel Manor, Coventry, Dare, Grafton Bethel, Magruder, Mt. Vernon, Seaford, Tabb, Waller Mill Fine Arts Magnet, Yorktown Elementary Math, Science & Technology, Tabb High and York High School. 

Zwiebrucken Exchange Program – Dr. Steven R. Staples, Superintendent introduced Mrs. Sandy Hespe, Coordinator of the Zwiebrucken Exchange Program.  Mrs. Hespe stated that the German students arrived on Saturday, March 12 and after many tours of the area will depart on April 7.  Mrs. Hespe stated that the farewell dinner for the students will be at Bruton High on April 6, 2005. Mr. Klaus Velten presented a gift on behalf of the Zwiebrucken Exchange group. Mrs. Hespe introduced York County students and Mr. Velten introduced their Zwiebrucken counterparts. 

 

Mr. Medford declared a short recess at 8:00 p.m. and reconvened the meeting at 8:10 p.m.

PRESENTATIONS:

Dr. Steven R. Staples, Superintendent, highlighted significant items on the FY06 Operating Budget.

·        Employee Compensation – Teachers: Step increase + 5% market adjustment. Other employees: step increase + 2.25% market adjustment. One time December payment to all staff (0.5%)

·        Rising costs for existing services (gasoline – shared County Services)

·        Technology  - Support Staffing positions - $$ for recurring 5 year replenish cycle

·        Special Education – Additional staffing for enrollment growth – Staffing for pre-school programs – Regional & residential program cost increases

·        Transportation – Increased bus driver positions – Additional & replacement buses

·        Secondary staffing for enrollment increases

·        Elimination of General Supply Fee – Beginning of year fees only – Specialty class fees (ex: art) remain.

 

COMMENTS OF CITIZENS

Maggie Haley, YCCPTA president and representative of Grafton Bethel Elementary School PTA, gave an update on the playground equipment for elementary schools and also noted an invitation to Grizzly Park Place on Thursday, April 7 at 2:00 pm on the Grafton Bethel Elementary playgrounds.

 

MATTERS BY BOARD MEMBERS   

Mr. Henry noted an article in the AAA magazine “Life in the Slow Lane” by J. Peter Kissinger, President and CEO of the AAA Foundation for Traffic Safety.  Mr. Henry urged everyone to slow down and to drive slowly and save time and lives.  Mrs. Meadows noted how beneficial and how much fun the “Read Across America” program has been.  She also noted that she and Mr. Minter attended the Elementary Music Festival last week at Bruton High School.  Mrs. Meadows noted what a great program Zweibrucken is and how proud she is of the caliber of students in the program.  Mrs. Haywood stated that she read at Mt. Vernon Elementary, and that the Tidewater Regional Forum will be at Woodside High School on April 7, 2005.  She noted that the NSBA conference will be April 16-19 and a great time to gather information to bring back to your local boards.  Mrs. Haywood said she attended the VSBA Board of Directors meeting last Friday.  Mr. Minter noted that School Board Office staff will be moving to Administrative cottages at York High while the School Board Office is being renovated.  Mr. Minter also noted that he read to a 5th grade class at Mr. Vernon Elementary and he also attended the YCCPTA meeting last Thursday night.  Mr. Minter stated that Governor Warner has noted the importance of the senior year in high school.  He has challenged all high school Guidance Counselors to sign students up for a program to earn a high school diploma while earning college credits for the college bound students and for those students who will be joining the workforce to earn an Industrial Certificate their senior year. 

 

CONSENT CALENDAR

Mrs. Haywood summarized the items on the Consent Calendar.

 

A motion was made by Mrs. Haywood and seconded by Mr. Henry to adopt the Consent Calendar as amended.    Motion passed 5-0. 

 

ACTION ITEMS

a.         A motion was made by Mr. Minter and seconded by Mr. Henry to approve donations.  Motion passed 5-0.

b.         A motion was made by Mrs. Haywood and seconded by Mrs. Meadows to approve the minutes of the February 28 and March 3, 2005 Special Meetings.   Motion passed 4-0. Mr. Henry abstained.

c.          A motion was made by Mrs. Haywood and seconded by Mrs. Meadows to approve Resolution No. 05-11 the proposed FY06 Operating Budget and the FY05 Expected Budget.  Motion passed 5-0.

FIRST READING – None

 

SECOND READING – Chapter 2  School Board Governance and Operations.  A motion was made by Mrs. Haywood and seconded by Mr. Minter to approve Chapter 2 School Board Governance and Operations.  Motion passed 5-0.

 

SUPERINTENDENT’S REPORT

 Dr. Steven R. Staples, Superintendent noted: 

·        Get-well wishes to Mr. Hixson who has had a relapse of the flu.  

·        Thanks to Dennis R. Jarrett, Chief Financial Officer during our budget season

·        that the April 11 work session will be cancelled as it is not needed

·        that Spring Break is March 28 – April 1, 2005.

·        that the School Board Office will be moving to trailers at York High School but that they will keep the same phone numbers and mailing address.  Human Resources and Finance will move first  and by the end of May the entire school board office will be in trailers at York High School. 

·        a welcome to Melanie Economou, the new Assistant County Attorney, who is coming to us from Hampton.

·        that after Spring Break he and two Board Members will go to Washington for a NAFIS Conference on Impact Aid.  Thanks to you both and to those members in the past who have participated.
