Mr. Medford called the
Regular meeting to order at 7:30 p.m.
Mr. Medford noted that Mr. Henry was not in attendance at this meeting
and wished him a speedy recovery.
PLEDGE OF ALLEGIANCE
Rachel Voak,
a fifth grade student at Bethel Manor Elementary School led the Board in the
Pledge of Allegiance.
RECOGNITIONS AND AWARDS:
Seniors of the Month: BHS – Keith Monach; GHS – Mallory Rusk; THS – John Kegelman, YHS – Kevin Finelli. Cherie Childress THS December recipient was
also presented.
Student Service Awards: YHA – Sasha Briscoe and BMES – Nicole McHenry.
Community Volunteer of the
Month: BMES – Mrs. Rosa Rosas.
Dr. Steven R. Staples,
Superintendent, asked Mrs. Barbara Haywood to join Mr. Mark Medford, Chairman,
up front to be recognized for her dedicated service as School Board Chair for
the last two years. Dr. Staples noted
that this was Mrs. Haywood’s second term as Chairman and both times she had
served as Chair for two terms and also that she is outgoing Chairman of the
VSBA. Mr. Medford presented Mrs. Haywood
with a plaque and gavel.
Mr. Minter declared a short
recess at 7:50 p.m. and Mr. Medford reconvened the meeting at 8:00 p.m.

PRESENTATIONS:
Dr. Steven R. Staples
introduced Mr. Richard M. Hixson, Deputy Superintendent, who noted that there
were two major renovation projects occurring in FY06, one at York High School
and the other being the School Board Office.
Mr. Hixson introduced Mr. Fred Nilsson who introduced Mr. Kenney Payne,
Vice President of Moseley Architects who gave an overview of two smaller
projects, the Grafton High band room and Tabb High gym additions. (See attached
slides)
COMMENTS OF CITIZENS
Mrs. Carol Bauer, YEA
president, thanked the School Board for their support and congratulated Mr.
Medford as School Board Chair and Mr. Minter as School Board Vice
Chair. Mrs. Bauer also thanked Mrs.
Haywood for serving on the Board since 1989.
Mrs. Bauer introduced the Board to Celebrate Reading and urged the Board
to pass Action Item “f” on the Agenda – A Proclamation for Read Across America March 2, 2005.
MATTERS BY BOARD
MEMBERS
Mrs. Meadows noted all the
York County students who would be participating in the Zweibrucken
Exchange Program this year and noted that the Science Fair would be on February
2 at Grafton Complex. Mrs. Haywood
thanked the Board for the Plaque and gavel and for allowing her to serve as
Board Chair for the last two years. Mrs. Haywood noted that she would be
attending the NSBA Federal Relations Conference in Washington and the VSBA
Legislative Conference in Richmond in February.
Mr. Minter showcased the newly renovated Grafton Bethel Elementary
School playground and thanked the PTA for their support in this endeavor. Mr. Medford thanked the Board for their
support in selecting him as School Board Chair for the 2005 calendar year. Mr. Medford also thanked all the staff
dressed as Cats in the Hat in the audience for their support of reading in the
York County School Division.
CONSENT CALENDAR
Mrs. Haywood summarized the
items on the Consent Calendar.
A motion was made by Mrs.
Haywood and seconded by Mrs. Meadows to adopt the Consent Calendar as
amended. Motion passed 4-0.
ACTION ITEMS
a. A motion was made by Mrs. Meadows and
seconded by Mrs. Haywood to approve donations.
Motion passed 4-0.
b. A motion was made by Mrs. Haywood
and seconded by Mr. Minter to approve the minutes of the December 15, 2004
Special Meeting. Motion passed 3-0.
Mrs. Meadows abstained.
c.
A motion was made by Mr. Minter and seconded by Mrs. Haywood to approve
the minutes of the January 5, 2005 Special Meeting. Motion passed 4-0.
d. A motion was made by Mr.
Henry and seconded by Mrs. Meadows to approve a Proclamation for National
School Counseling Week, February 7-11, 2005.
Motion passed 4-0.
e. A motion was made by Mr. Minter and
seconded by Mrs. Haywood to approve a proclamation for Career and Technical
Education Wee, February 13-19, 2005.
Motion passed 4-0.
f. A motion was made by Mrs. Meadows
and seconded by Mrs. Haywood to approve a proclamation for Read Across America March 2, 2005. Motion passed 4-0.
Kaitlyn Dunn, a seventh grade
student, read a YEA Read Across America Challenge to
citizens, students, teachers and staff. (attached to
minutes)
DISCUSSION – Chapter 2, School Board Governance and Operations. After discussion, administration recommended
bringing this back for First Reading in February.
FIRST READING – School Board Policy
7.1.11, Sub-Section D – Personal Business Leave. After discussion, administration recommended
bringing this back for Second Reading in February.
SECOND READING –
a. A motion was made by Mrs. Haywood and
seconded by Mr. Minter to approve Sub-Section 10.6.4 Short-Term suspension of
students. Motion passed 4-0.
b. A motion was made by Mrs. Haywood
and seconded by Mrs. Meadows to approve the expedited Second Reading
Sub-Section 9.9.10 Final Exam Exemptions. Motion passed 4-0.
SUPERINTENDENT’S REPORT
Carla Blake Hook, Assistant
County Attorney, stated that:
-This will be her last meeting and her last
day with the County will be this coming Monday.
-It has been a privilege to represent the
Board for the last five years.
Dr. Steven R. Staples, Superintendent:
-Extended best wishes to Carla Blake Hook
and thanked her for her guidance for the past five years.
-Reminded everyone that our calendar had to
be adjusted with exams being pushed back a day and early release days have been
pushed back.
-Stated that we are following the General
Assembly and are interested in several bills.
-Thanked Mrs. Haywood for serving as Chair
and congratulated Mr. Medford on being elected Chairman and Mr. Minter vice
chairman.
