Mr. Medford called the Regular meeting to order at 7:30 p.m.
PLEDGE OF ALLEGIANCE
Leigh Ann Soistmann, a 5th grade student at Mt. Vernon Elementary School led the Board in the Pledge of Allegiance.
RECOGNITIONS AND AWARDS:
Seniors of the Month: BHS – David Petkofsky; GHS – Derek Watkins; THS – Vivek Mukherjee, YHS – Kim Hale.
Student Service Awards: TMS – Sydney Simpson; MES – Evan Trask.
Community Volunteer of the Month: TMS – Mrs. Barb Conley; MES – Mrs. Tammy Bonafe.
VSBA Art Contestants: Dr. Staples introduced the 2005 Tidewater Regional Art Show representatives for York County School Division, Allex Battah, Fangting Lin and Trey Smith who also won 2nd place Middle School Division at the Regional Forum. Mr. Mark Medford, Chair, presented each student with a certificate.
Mr. Minter declared a short recess at 7:52 p.m. and Mr. Medford reconvened the meeting at 8:00 p.m.

MATTERS BY BOARD MEMBERS
Mr. Barry Henry noted that the high point of the VSBA conference in San Diego was the School Boards’ presentation on The Inclusion of Art in our Program. Mrs. Haywood, Dr. Staples and Betsy Overkamp-Smith were the presenters. Mr. Henry also noted that Betsy prepared all the materials. Mrs. Meadows stated that she had attended the NAFIS conference in Washington D.C. for impact aid, the Regional VSBA Art Forum, the high school musicals and the NSBA Conference in San Diego, California. Mrs. Haywood noted that the presentation that the School Board did in California was simply building on what we are already doing here. Mrs. Haywood thanked Betsy for her computer savvy at the conference. Mr. Minter stated that he enjoyed the Spring Play, “Pippin”, at Tabb High School and also “Honk” at Grafton High. Mr. Minter noted the Odyssey of the Mind teams that had earned top honors – Tabb Elementary 1st Place, Seaford Elementary, 2nd Place, Waller Mill Elementary Fine Arts Magnet won 4th place and Grafton High won 4th place in Division III. Mr. Minter noted that Yorktown Middle Concert Band received a superior rating at the District VIII Band Festival for the 17th consecutive year. Mr. Medford noted that the Governor’s Conference on Education will be on July 19, 2005 in Richmond. Mr. Medford noted that all the playgrounds are on schedule and that every student in Grafton Bethel Elementary wrote a thank-you note in appreciation for their new playground. Mr. Medford distributed the notes to Board Members.
CONSENT CALENDAR
Mrs. Haywood summarized the items on the Consent Calendar.
A motion was made by Mrs. Haywood and seconded by Mr. Henry to adopt the Consent Calendar. Motion passed 5-0.
ACTION ITEMS
a. A motion was made by Mr. Minter and seconded by Mr. Henry to approve donations. Motion passed 5-0.
b. A motion was made by Mrs. Haywood and seconded by Mrs. Meadows to approve the minutes of the March 14, 2005 Special Meeting. Motion passed 4-0. Mr. Henry abstained.
c. A motion was made by Mrs. Meadows and seconded by Mrs. Haywood to approve the recommendation to adopt designated textbooks for new High School Advanced Placement History/Social Science Courses, designated Science Textbooks for Science Courses K-12 and Health Textbooks for Grades K-10. Motion passed 5-0.
d. A motion was made by Mr. Henry and seconded by Mrs. Meadows to approve the Agreement on Managing Use of York County School and Park Facilities. After a briefing by Mr. Hixson, Deputy Superintendent for Operations, stating that this is a minor amendment to a long-standing agreement. Mr. Hixson noted that we want to optimize the value of the school plant facility at Grafton Middle School in support of Little League. Motion passed 5-0.
e. A motion was made by Mr. Minter and seconded by Mrs. Haywood to approve Resolution No. 05-14 approving the Health and Dental Insurance Plans for employees for the Plan Year beginning October 1, 2005. Motion passed 5-0.
f. A motion was made by Mrs. Haywood and seconded by Mr. Minter to approve and appropriate the Superintendent’s Proposed FY2006 Revenue and Expenditure Budget for the Workers’ Compensation Fund in the amount of $600,000. After a briefing by Mr. Jarrett, Chief Financial Officer, stating that this is not a new Fund, but a very successful Fund already approved by the Board of Supervisors. Mr. Jarrett noted one change with this Fund is that it was appropriated by the Board of Supervisors and now it will be appropriated by the School Board. Mr. Jarrett stated that the funds come from the Operating Budget. Motion passed 5-0.
g. A motion was made by Mr. Minter and seconded by Mrs. Meadows to approve the 2005-2006 School Year Calendar. Mr. Medford noted the two holidays given to staff to use during the winter break were added for 2005-06. Motion passed 5-0.

SUPERINTENDENT’S REPORT
Dr. Steven R. Staples welcomed Melanie Economou the new Assistant County Attorney who is also our School Board Attorney.
Ms. Economou stated:
- the NEA has filed suit against the Education Department re: NCLB legislation. This suit forces the Federal Government to provide funding for states to help them stay in line with regulations or to relax the requirements on the states.
Dr. Steven R. Staples, Superintendent noted:
- that the FY06 budget is finished and that now we will be able to hire new staff.
- that early SOL test dates are coming up - early May for Secondary schools and in the middle of the month for elementary schools
- thanks to Grafton Bethel Elementary staff, students and parents for an outstanding playground dedication.
- that two bid openings are coming up- one for York High School and one for the School Board Office renovation projects.
- the May 9 Work Session will include discussion of salary schedules and will also include at student recognition.
- commendations to Mt. Vernon Elementary School for their Earth Day Celebration.
Dr. Staples noted that the School Board Office staff will be transitioning their offices from Dare Road site to the administrative cottages on the York High School campus. The move should be completed by the end of May.
