What are the student requirements for the program?
  • Three years old by September 30, 2007


  • York County resident or the child of a YCSD employee


  • Able to independently take care of their toileting needs (potty-trained)


  • Demonstrates acceptable behavior from which other preschoolers will learn

What is the process for selection?

  • By April 30th, completed applications must be submitted to Dare Elementary School.


  • In May, students will be selected through a lottery process and invited to participate in a play group screening.
  • In June, parents of students who have been selected to participate in the program will be notified.  A parent orientation will also be held in June for parents of all IPOP students.

Is there a fee associated with the program?
  • A materials fee is charged for the typically developing children selected through the lottery system. This fee is $270 per semester ($540 for the year). Typically developing students attend three days per week from 8:45-1:00.


  • One scholarship based on financial need is offered for each IPOP classroom.  Financial need is determined based on the same guidelines as the free and reduced lunch program.

How will special needs students benefit from the program?
  • Readiness
  • Increase in listening and speaking vocabulary
  • Increase in requests and the use of descriptive utterances (number of words used)

  • Socialization
  • Increase in “child talk” (conversation) during play
  • Increase in initiating social interaction and the use of appropriate social skills
  • Social communication and play skills foster peer acceptance and friendship (Odom, McConnell, & McEvoy, 1992).

How will typically developing students benefit from IPOP?
  • Readiness


  • Studies show that typically developing students make developmental gains at least equivalent to those made by their peers in programs that are not integrated (Odom and McEvoy, 1998).
  • Certified, highly qualified classroom teacher leading the class
  • Exposed to programs such as Fundations which is a part of our Wilson Reading Program


  • Socialization


  • Parents report that their children were more helpful and responsive to the the needs of others.
  • Children learn to accept differences in others.
  • Students develop a sense of empathy for those who are different.
