YCSD School Board Notes - May 2015


I am writing to update you regarding the work of the School Board.

 

Financial Matters

The School Board adopted an FY16 Operating Budget after reconciling the school division's proposed operating budget with the funding levels appropriated by the Board of Supervisors. Although the county contribution did increase by $361,000, the division had requested an increase of slightly more than $1 million.

The superintendent held multiple conversations with the interim county administrator about how to close the remaining gap of $671,848. They have agreed upon an informal plan which will allow the division to use identified end-of-year funds to address some of the technology and transportation funding priorities within the FY16 budget.

The board is pleased to have approved a budget that prioritizes staff compensation. The budget provides for an average salary increase of 2% for all staff eligible for a step increase, and further addresses the compression within the salary scale by restoring one step for all staff members who are eligible to have five steps restored. The Human Resources department will share additional details regarding the pay plan and salary increases today.

Operations Matters

Dr. James provided additional information on proposals to extend the length of the elementary school day. This discussion began as a result of the extensive loss of instructional time during each of the last two winters. Division staff and elementary school principals have discussed several options and recommended extending the school day by four minutes, with those minutes coming at the start of the day. This proposal will add a total of two additional "banked days" in the event of inclement weather in future years. The proposed elementary school hours for the 2015-16 school year are:

The board will vote on this recommendation at our next meeting in June.

Academic Matters

The board also received information regarding computer problems related to the state’s testing contractor, Pearson. Fortunately, the disruptions had minimal impact on our students as they begin this critical assessment period. Our staff have shared that they have measures in place to support school staff and students and were quickly able to resume scheduled testing sessions.

With just a few weeks left in the school year, I thank you on behalf of the school board for your support of our students and schools. Their success is dependent on our teamwork.

We held a wonderful employee recognition banquet last week celebrating our retirees, our Teachers of the Year, and employees who have achieved 25 years of service with the division.
