YCSD School Board Notes - December 2014


I am writing to share information with you regarding our most recent School Board work session and monthly meeting, held on December 8 and December 15.

 

Financial Matters

Dennis Jarrett, Chief Financial Officer, provided the FY16 Budget Outlook which gave us our first preliminary look at factors that will likely influence this year's budget development process. While the budget had grown in recent years, it has not kept pace with the increased costs associated with the changes to the Virginia Retirement System and health insurance, meaning we still have fewer dollars to spend in our classrooms and for our staff than in FY09. When considering the adjustments for VRS and health insurance, our budget more closely reflects that of FY06.

There is still much uncertainty regarding funding from both state and federal sources. State budget projections currently indicate budget reductions, which could impact K-12 funding. At the federal level, Impact Aid and Sequestration could play a role in reduced funding. Monday night, the Board approved a resolution, in conjunction with the Virginia School Board Association, requesting the General Assembly immediately increase the state’s budget to support public K-12 education.

The division will provide up-to-date information online throughout the budget cycle.

Operational Matters

The Board discussed the FY2016-25 Capital Improvements Program (CIP) at the December work session and unanimously approved the CIP at our regular monthly meeting. The CIP will now be submitted to the county for consideration by the Board of Supervisors.

The CIP outlines major construction projects, by year, for a ten year period. The plan is updated annually as projects may need to be added or moved to alternate years depending on changing conditions. One of our top priorities is a renewed request to build a new elementary school to address increased enrollment in the Magruder and York elementary school zones. We held a joint work session with the Board of Supervisors earlier this month to discuss these priorities and are very pleased with the conversations that took place during that meeting.

We look forward to future work sessions with the Board of Supervisors as we enter the FY16 Budget development cycle.

Academic Matters

Recommendations for changes to the Secondary Program of Studies and Course Offerings Guide were presented at the Work Session. Highlights of the changes include the addition of seven new courses, including a new AP Music Theory course which would provide an advanced level music elective, with weighted credit, that has not previously been available. The Board formally approved the revisions to the Secondary Program of Studies and Course Offerings Guide at the regular monthly meeting this month.

We also held a few special recognitions during the monthly meeting. The first was a resolution recognizing Dr. Carl James, Chief Operating Officer, for his outstanding contributions to the division. The Board also honored Barbara Haywood for her 25 years of service to the school division and our community during the monthly meeting. It was a true pleasure to serve with her and I hope you will join the School Board and the division in thanking her for all she does to support our students and staff.

Upcoming Meetings

Our next School Board Work Session will be held at York Hall at 5 p.m. on Monday, January 5. All School Board meetings and work sessions are broadcast live on YCSD-TV, Channel 47 (Cox) and Channel 39 (Verizon). Meetings and work sessions are also rebroadcast on alternating nights at 7 p.m. Additional programming information is available online.
