YCSD School Board Notes - November 2013


I am writing to share information with you regarding our most recent School Board work session, held on Monday, November 4.

Academic Matters

Staff provided more information on work underway to reach the objectives set forth in the Strategic Plan. This month, the Board received an update on Goal 2, which focuses on challenging and engaging students. One objective is to increase the amount of blended learning taking place in our classrooms. Some examples of the web-based tools that support collaboration and differentiation in the classroom are Edmodo, Animoto, Skype and i-Movie applications. It is inspiring to know that our teachers are leveraging technology to support student learning.

Goal 4 of the Strategic Plan focuses on strengthening school-family relationships and partnerships. To further this objective, instructional staff are meeting with parent representatives from each elementary school during the review and implementation of an integrated K-5 literacy model. We are also very proud to recognize the hundreds of volunteers who support our schools by providing more than 122,000 hours of service to our schools. Finally, the division's social media presence is just one of the avenues used to increase two-way communication with our community. Staff use Twitter and Facebook as both instruction and communication tools.

Financial Matters

Staff presented some revisions to the 10-year Facilities Master Plan for inclusion in the Superintendent’s Proposed Capital Improvement Program (CIP). The CIP is the planning document for construction and major operations projects and identifies the long-term cost projections. The School Board will adopt a Proposed CIP and forward it to the Board of Supervisors for consideration.

One recommendation is to begin the installation of security cameras in elementary schools during Fiscal Year 15. This initiative was initially recommended for Fiscal Year 18, but the Board had requested that this project be considered for staggered implementation. The proposal now calls for this project to be completed in phases, beginning with cameras at all entrance points of each elementary school.

The School Board will hold a public hearing on the Division’s FY15 Capital Improvements Program on Monday, November 18, 2013, at 7 p.m. at York Hall, corner of Main and Ballard streets, Yorktown, VA., to receive comments from the public. A copy of this proposed plan is on file and may be viewed online or at the York County Public Library, the Williamsburg Public Library, the James City County Public Library, and the York County School Board Office, 302 Dare Rd., Yorktown, VA, during regular business hours.

Operational Matters

The School Board reviews each section of the School Board Policy Manual at least every four years. The section pertaining to Human Resources will be reviewed this year. This month, we discussed potential changes to policies relating to the grievance procedures for employees, the length of probationary periods for teachers new to the division, and reduction-in-force.

If you have the chance, we hope you will take part in the York Foundation for Public Education, Inc. (YFPE) during its 2nd Annual Restaurant Week going on now through Friday, November 8. You can help support our schools by dining out at any of the participating restaurants. Proceeds from this week-long event will allow the YFPE to provide additional funding towards foundation goals, which provide grants and scholarships to the students, faculty and staff of the YCSD. A list of participating restaurants is available online.

Upcoming Meetings

Our next School Board meeting will be held at York Hall at 7 p.m. on Monday, November 18. All School Board meetings and work sessions are broadcast live on YCSD-TV, Channel 47 (Cox) and Channel 39 (Verizon). Meetings and work sessions are also rebroadcast on alternating nights at 7 p.m. Additional programming information is available online.
